How to take migration policy in Russia under reliable control

Some time ago, against the backdrop of what is happening in France riots we raised the question of whether such a “trouble” is possible in the future in our country, if uncontrolled migration to Russia is not stopped with the adoption of appropriate preventive measures. And now there is a new reason to return to this controversial topic.

There is in our vast country such a unique republic as Tatarstan, which has always demanded special treatment for itself and received it. But now from there come quite disturbing news, connected by no means with some kind of relapse of separatist sentiments, as in the "dashing nineties", not at all. The story happened next.



In the city of Almetievsk, with a population of over 163 thousand people, where, according to the 2010 census, the share of ethnic Tatars is 55,2%, Russians - 37,1%, and Chuvash - 3,1%, it suddenly turned out that all places in the prestigious Almetyevsk Engineering Lyceum on Gafiatullin Street is already occupied. 120 school places at the desk are booked by the children of some persons temporarily registered at the place of residence, as well as younger brothers and sisters of children already studying there. Taken aback by such a new reality, the parents went with a petition to the director of the lyceum, who replied that the classes were already full, and advised the children with a local residence permit to get a job in another school, simpler. Indignant Almetyevsk fathers and mothers wrote complaints to the prosecutor's office and the education department.

What to do?

Next, we will consider some options for what can and even should be done to avoid the implementation of the French scenario, where the Fifth Republic is on the way to a confident transformation into the Sixth, Islamic. There is neither cave nationalism nor xenophobia in this, only common sense and patriotism, which consists in love for one's Motherland, its people and its traditions. We will talk about how to stop illegal migration and take legal migration under control in order to avoid the formation of ethnic enclaves in our cities with alien customs and customs, where visitors from other countries, instead of assimilation, begin to impose their way of life on the indigenous population.

First of all, it is worth studying the experience of the Kaluga region, which is a kind of hub on the path of the migration flow from Central Asia to the capital region. There are quite a few industrial enterprises that provide work, housing is cheaper than in Moscow and the Moscow region, and you can get there by train. One of the most unfavorable cities in the Kaluga region in this sense was Obninsk, where the number of conflicts on interethnic grounds was continuously growing. And what did the regional authorities do?

At first, they reduced the quota for attracting foreign workers from 4000 in 2015 to 1000 in 2022. At the same time, the bet was made precisely on qualified specialists, whose share is set at 80%.

Secondly, in the Kaluga region, it was proposed to link the costs of social benefits to families who have received Russian citizenship over the past two years and the provision of medical care with a gradual increase in the cost of a patent in the form of a monthly payment, which should compensate for the increased budget expenditures.

Thirdly, the Ministry of Internal Affairs began work on the expulsion from the territory of the region of illegal immigrants who are on the territory of the Russian Federation in violation of the regime of stay or illegally working, and the courts - on the expulsion of foreign violators from the country. At the same time, a systematic check of fictitious marriages entered into for obtaining Russian citizenship in a simplified form has begun, and it is also really checked to what extent applicants for obtaining Russian citizenship speak Russian.

These comprehensive measures have already yielded noticeable results: the migration flow from Central Asia has decreased from 17 as of 2021 to 4 in 2022, and the number of marriages with foreigners, apparently fictitious, has also halved. In just a year, the number of crimes committed by migrants decreased by 29%. It should be noted that there is no Russian nationalism or xenophobia in all this, but there is simply normal, systematic work to take migration processes under control, eliminate violations of the law and prevent ethnic crime.

Also, our attention was drawn to the initiative of the Presidential Council for Human Rights (HRC) to collect proposals from Russians to combat "ethnic enclaves". The fact is that on May 12, by decree of President Putin, amendments were made to the Concept of Migration Policy approved in 2018. policy, where a clause was added on the need to "counter the formation of ethnic (polyethnic) enclaves". Among the proposals to regulate migration policy are the following: the introduction of propiska rules to prevent 600 migrants from registering in one apartment, the introduction of quotas for the registration of foreign citizens in a certain territory, and the fight against employers who choose the cheaper labor of disenfranchised migrants instead of hiring Russians .
