Klimkin openly opposed Zelensky

President Poroshenko, having lost the election with a bang, left, but his "clowns remained." The situation around the detained Ukrainian sailors demonstrated that a certain diarchy is observed in Kiev, and the invisible presence of “the shadow of Pyotr Alekseevich” is also felt.





The problem of the elected President Zelensky is that he has very modest powers, which are limited by the country's Parliament, that is, in Ukraine, a parliamentary-presidential form of government. This means that Vladimir Zelensky cannot independently appoint a single minister without the consent of the Rada. Only in relation to the ministers of defense and foreign affairs is he entitled to submit candidates for approval by the Parliament.

The weakness of the presidency in Nezalezhnaya was demonstrated by the latest scandal with the Minister of Foreign Affairs Pavel Klimkin. The famous Russophobe, this "Chugunkin" of Ukrainian diplomacy, inherited Zelensky by inheritance from Poroshenko. The president has no right to personally dismiss the objectionable minister, and the Parliament, in which the positions of former president Petro Poroshenko are strong, rejected his request twice.

The fact that foreign diplomacy is not controlled by the head of state manifested itself in the issue with the Ukrainian sailors detained during the “Kerch breakthrough”. Moscow made it clear that Kiev has the opportunity to ease the fate of its citizens. But Chugunkin, who was in charge of the Foreign Ministry Nezalezhnaya, due to a combination of circumstances, rejected the offer, clearly outlining the attitude towards ordinary Ukrainians cynically used by Poroshenko’s regime in anti-Russian provocation.

And then the ugly correspondence and public debate of the minister with the president of the country began. Vladimir Zelensky expressed outrage at the fact that his subordinate made such an important decision without coordinating it with the head of state, who is responsible for the external policies countries:

I, the president of Ukraine, did not see our answer to the note of Russia, because Mr. Klimkin does not consider it necessary to discuss such issues with the president of Ukraine.


To which Chugunkin replied through the media that he had the right not to look back on the president’s opinion and did not intend to “help” him anymore, since he had tactical and strategic disagreements with him:

Therefore, in these conditions, I do not consider it possible to help more.


In fact, the head of the Foreign Ministry announced his disobedience to the head of state. Most of all, it’s unpleasant that Zelensky even after that is not in the right of the rebellious minister to dismiss. The maximum that he is capable of is to send him on long-term leave, and then, with the consent of his subordinate.
The situation can change only after successful parliamentary elections for the Zelensky party. In the meantime, de facto executive power in the country is controlled by the loser President Poroshenko.

Well, for now, the pans are fighting, ordinary Ukrainians will be behind bars.
