The rocket and space industry in Russia, one of the most expensive industries in the country, is increasingly becoming the target of criticism because of the damage to the "space" size that it has suffered over the years.

The documentation for the draft government decree, published on the portal of draft regulatory legal acts, reports that in the period from 2010 to 2018 there were 11 emergency launches of launch vehicles, the damage from which amounted to 35 billion rubles, and uncovered losses - over 10 billion rubles.

Uncovered losses occurred due to the fact that a number of emergency space launches occurred equipmentthat were not insured.

So, in particular, the launch of the Proton-M carrier with three Glonass-M satellites was not insured in 2013, which fell and exploded 32 seconds after the launch as a result of incorrect installation of the angular velocity sensors. The damage in this case amounted to almost 5 billion rubles.

Accordingly, to date, it has not yet been determined at whose expense compensation will be made in cases where the launches were uninsured.

In total, over 80 satellites of various purposes built with budget money were insured during the indicated period. For this, a subsidizing mechanism was used and 187,5 billion rubles were spent.
