Price of pride: PACE caved in before Russia for $ 60 million?
On the eve of a momentous event. Since the beginning of the confrontation with the collective West in 2014, Russia has won a moral victory in principle. The Council of Europe Committee of Ministers was the first to make a conciliatory statement that paves the way for resolving the crisis in relations between our country and PACE.
In Helsinki on May 17, the following was announced:
It is a scandalous decision of PACE to deprive the Russian delegation of the right to vote “in punishment” for reunification with Crimea. But somehow it didn’t work out with the “punishment”: in 2016, our country stopped participating in the meetings as wordless “whipping boys”, and a year later completely stopped paying membership dues.
Apparently, it was the "selfish question" that influenced the decision of European officials. PACE is a large international organization uniting all European and a number of non-European countries in a total of 47 states. However, Russia is one of the five largest payers of contributions for which this structure operates. For two years of the actual boycott on our part, European officials received less than $ 60 million, which became a serious problem for their budget.
According to the rules of the organization, if a member country does not pay contributions for more than 2 years, it can be excluded from the international organization. Moscow warned in advance that it was ready to leave PACE itself, where its delegation was subjected to unfair discrimination. The negative consequences of this step include the automatic deprivation of Russians the right to appeal to the European Court of Human Rights, which we told earlier.
However, this time Europe caved in first. The vast majority of ministers voted to restore Russia to its rights in PACE. To save face, the officials specified that they were doing this not because of money, but for the sake of the Russians:
Does the automatic return of Russia to PACE mean full rights? No, first the decision of the ministers must be approved by the PACE itself, but the likelihood of this is very high. Also, the former TV presenter, and now the parliamentarian Petr Tolstoy, said that amendments to the rules of work of the international structure should be made that would not allow to continue discriminating against any national delegation.
