Putin's decree on Russian passports in the Donbass caused a real stir
On the territory of the proclaimed Donetsk and Lugansk People's Republics, the process of issuing Russian passports has begun. According to the day before the survey, 86% of residents of unrecognized republics want to obtain Russian citizenship. Exhausted by the endless war, people hope to further improve their situation. An influx into the territory of LDNR was noted for those wishing to obtain Russian citizenship from the “Greater Ukraine”. What can all these “new Russians" really count on?
The organizational procedure will be as follows: in the Rostov region, the first centers for receiving applications were opened, and from May 7 they will appear throughout the Republic. The first 100 applications have already been submitted. While the work is being conducted in test mode, not even everyone who wants to get a Russian passport knows the full list of required documents.
Due to the lack of reliable information, there are many rumors and offers that look like fraudulent ones. So, there were announcements from certain intermediaries who are ready for some 12-15 thousand rubles to speed up the process of obtaining citizenship of the Russian Federation for those who can’t easily go to Rostov. There is concern that local notaries will begin to cash in, raising prices for their services to certify the translation of documents from Ukrainian into Russian.
Rumor has it that Russian passports are supposedly issued in a simplified manner not to all residents of the Donetsk and Lugansk People's Republics, but only to those who have already received the relevant document in LDNR, and there are only about 250 of them. This unverified information caused a rush of people wishing to get a passport for the DNI or LC, as explained by the head of Horlivka, Ivan Prikhodko:
If so, then “holy Ukrainian citizenship” still loses to the Russian in the eyes of its owner. However, there are spots in the sun, so we will be frank to the end. Lugansk journalist Artem Buzila believes that the line at the passport office will primarily consist of retirees who wish to receive a “decent minimum pension” in the Russian Federation. However, everything will not be as simple as we would like.
In the DPR there are 680 thousand pensioners, and in the neighboring LPR - 440 thousand. Most of them are forcedly “retirement tourists” and travel to Nezalezhnaya for their money, while being subjected to various humiliations. Obtaining a Russian passport does not require renouncing Ukrainian citizenship, and President Putin expressed the hope that pensioners will be able to receive more than one pension:
However, the Pension Fund of the Russian Federation said that without registration of a permanent residence in Russia, pensioners of Donbass should receive a pension only from Ukraine. This is defined in the Agreement on Guarantees of the Rights of Residents of the CIS, from which Nezalezhnaya has not yet left, and the Kremlin continues to consider the Lao PDR “separate regions” of Ukraine. In addition, there is a non-zero probability that Kiev will simply refuse to pay the Ukrainian pension to the holders of the second, Russian citizenship.

People do not hesitate to say that they are going to get DNR passports. Because without a DNR passport, a Russian Federation passport will not be issued. The number of applications to the Migration Service of the republic for a passport of a citizen of the DPR increased by 5-6 times.

If someone there also receives a Ukrainian pension - God forbid, in Russian rubles this is 6 thousand.
