To implement such Napoleonic plans, the Pentagon intends, first of all, to carry out a complete rearmament. Esper calls one of the main problems of the US Army that it is "equipped with equipment that has been in operation for over 40 years." Moreover - according to him, technique and the US Army’s armaments have been “sharpened" for decades under counter-terrorism operations in countries like Afghanistan, Iraq or Syria.
