The President acknowledged that the country has not yet climbed out of the demographic pit, and fertility is declining. Therefore, as a measure of support, he suggested increasing the amount of payments for the first and second child in the family, as well as for families with disabled children. The task was set to solve the problem with the nursery by 2021, to reduce real estate tax for large families, to exempt from paying its plots of up to 6 acres. The most significant was Putin’s offer for families with three or more children to compensate them at the expense of the state for 450 thousand rubles in mortgage loans.
Poverty
The president suggested giving families who had lost income a vacation to pay mortgages, as well as indexing pensions and other payments, first raising them to the level of a living wage.
Medicine
Vladimir Putin instructed to increase the number of mobile outpatient facilities, raise standards for the provision of medical care in clinics and hospitals, and introduce electronic methods of interaction in healthcare in order to avoid unnecessary queues. It was also proposed to expand the circle of participants in the Zemsky Doctor program, which now can be used not only by young specialists.
Ecology and the garbage problem
For Putin’s current presidential term, all landfills in cities should be closed. Any construction in nature reserves will be banned.
Education
All Russian schools should be equipped with high-speed Internet access by 2021. Starting next year, Putin proposed introducing the Zemsky Teacher program by analogy with the healthcare system. Local cultural programs will be supported by presidential grants.
Business
The head of state considered it necessary to create a platform with which business can deal with illegal pressure on him.
Infrastructure
By the end of his next term, the president promised to expand the capacity of the Trans-Siberian Railway and the Baikal-Amur Railway by one and a half times, and modernize 60 airports.
Science and Technology
Putin set the task to launch a program for the study and creation of artificial intelligence, to develop research centers in the regions.
