Why in Russia the military departments of universities were abolished

On January 31, 2019, the law on the abolition of military departments (faculties) in civilian higher educational institutions, which will be replaced by military training centers (UVC), entered into force in Russia. It was signed by Russian President Vladimir Putin in August 2018.

Now, the UVC will become the only type of military training instead of all kinds of departments, faculties and other structures. For example, in 87 Russian universities there are various structures for military training, of which 34 train officers for subsequent service under a contract in 72 military specialties. There are 83 military departments (faculty) that train reserve officers in 150 specialties and reserve soldiers (sergeants) in 90 specialties.

It should be recalled that now students of all civilian universities will be able to receive a military specialty without interruption from classes at their main place of study, i.e. Students will combine classes at the university and attend the UVC. UVC graduates are not subject to draft, however, if they want, they will be able to go to contract service for a period of three years. They will take the oath, receive the rank and military ID indicating their military specialty. The duration of the training program for officers in the UVC is 2,5 years, sergeants - 2 years, soldiers - 1,5 years.

At the same time, in order to enter the UVC, students will need to undergo competitive selection, including a medical examination. The UVC will start operating throughout Russia from February 2019. And each civilian university will conclude an appropriate agreement with a similar UVC, which will necessarily state that university students have the right to visit this center once a week. Such a system, no doubt, should solve many of the issues that have accumulated in society.
