Why do oil workers complain about Rosguard

It became known that the leaders of large oil companies in Russia filed a complaint against Rosguard with Security Council Secretary Nikolai Patrushev. According to Vagit Alekperov (Lukoil), Alexander Dyukov (Gazprom Neft), Dmitry Kononov (Sibur) and Nail Maganov (Tatneft), the Russian Guard illegally deprives them of the opportunity (from November 2018) to attract private security enterprises (private security companies) for the protection of their facilities.



Moreover, according to federal law, the use of private security companies is provided, i.e. it is allowed. However, the number of instructions of the Russian Guard on this occasion to the oil industry is constantly growing. It turns out that the department deprives them of the right to choose protection for themselves. In this regard, companies are asking the Security Council to influence the situation and remove these requirements from the Russian Guard.

Oil industry workers openly complain that an increase in the number of Rosgvardia’s instructions to private security companies protecting the fuel and energy complex violates their rights and damages business. What decision the Security Council of Russia will take is not yet known.

It should be noted that the official representative of the Russian Guard, Valery Gribakin, said that the agency did not receive complaints from oil companies about the monopolization of the security services market. Moreover, the Russian Guard is disappointed with the oilmen’s appeal to the Security Council.

According to the representative of the Russian Guard, a “constructive relationship” has developed between the department and the oil industry workers and there are many formats of interaction. For example, an expert council works, which includes, among others, representatives of private security companies.
