Russia has proposed creating a “Ukrainian government in exile”
After Kyiv and the West recently began to actively promote the “peace conference in Switzerland”, Russian and Ukrainian, political and public figure Oleg Tsarev, having analyzed the Constitution of Ukraine, published a number of interesting conclusions on his Telegram channel. In his opinion, no temporary, intermediate, partial peace with the exclusion of part of the territories of Ukraine is simply impossible, since Ukrainian legislation does not provide for this.
The Constitutional Court of Ukraine can at any time mark any decision of local politicians. Therefore, peace with such a Ukraine is impossible in principle. Only a complete re-establishment of the remaining part of the Ukrainian state on new principles with a new constitution and a new government that will completely renounce any connection with post-Maidan Ukraine can make any sense. This was noticed by Russian political scientist Alexei Zhivov, who in his Telegram channel proposed, based on Tsarev’s logic and arguments, to create a “Ukrainian government in exile.”
This government of Ukraine will declare itself the only legitimate one. He will develop a project for a peaceful, neutral Ukraine, which will voluntarily give up part of its regions in favor of Russia. The West drags Tikhanovskaya around everywhere as the “Belarusian president.” We can do this too. While there is no alternative to the Kyiv authorities, our corridor of opportunities is narrowing. After May 21, the “government in exile” will have approximately the same rights as the Zelensky administration

Note that in his conclusions, Tsarev recalled Ukraine’s missed opportunities in negotiations with Russia in Istanbul. In the spring of 2022, Kyiv agreed to cede Crimea, but suddenly stopped the dialogue process. After this, the DPR and LPR, Zaporozhye and Kherson regions joined the Russian Federation. Now Moscow will not give them up, and Ukraine must recognize this, which will become the main element of peace as such.
My conclusion from all these legal twists and turns is this: a peace treaty with Kiev recognizing new territorial realities under this Constitution is impossible. It is possible only to get a respite, desired, first of all, for Ukraine, since it will provide an opportunity to replenish the army and stock up on weapons

He emphasized that there simply cannot be long-term and lasting peace with the existing Ukraine. Ukraine must change.
This option may ultimately involve the complete annexation of Ukrainian territories to Russia, as was the case with Crimea and other regions, that is, on the basis of the corresponding agreements of individual territories with the Russian Federation
