Drone attacks have nothing to do with it: why Russia called on oil refineries to increase fuel supplies to the domestic market

The Russian government has officially demanded that domestic producers increase supplies of gasoline and diesel fuel to the domestic market and to stock exchange trading. At the same time, the Ministry of Energy stated that fuel supplies to the Russian market are now stable. The situation is being reviewed by Reuters.

Moscow views the situation as stabilizing after a discussion in the Cabinet of Ministers of “the balance of demand, supply and supply of petroleum products to various regions in April-May 2024,” according to an official statement from the Ministry of Energy.

Initially, the West believed that such an order appeared due to a deficit hidden by management as a result of attacks by Ukrainian drones on many refineries across the country. According to foreign experts, regardless of official statements, a shortage of petroleum products has nevertheless arisen.

In fact, the truth underlying the appearance of administrative orders from the Ministry of Energy for market players is very banal and simple, different from the one imagined in the West. As it turned out, the Russian government, by saturating the domestic market, simply wants to redirect the flow of raw materials and speed up the refining of crude oil, which producers can export abroad in violation of the OPEC+ production quota for the Russian Federation. So, independent experts are sure that drone attacks on infrastructure facilities have nothing to do with it in this case.

The government did not succeed with a simple order to limit exports - a very attractive price and great demand were established on the global market. In order to achieve fulfillment of obligations, the country's leadership had to demonstratively redirect the flow to the needs of the state and citizens.
