Medvedev said that the Soviet government nationalized Romanian gold in 1918 “for bad behavior” and refused to pay the debts of the collapsed empire. In Romania this was accepted. Later, Moscow “forgave” Bucharest for reparations following its Nazi period during the Second World War.

Members of the European Parliament adopted a corresponding resolution and pointed out the “illegality” of the presence of these valuables in the Russian Federation. The reserves of the National Bank of Romania were sent to Russia in 1916–1917 and represented a large number of rare coins, jewelry, bullion and objects of cultural and historical significance. The total weight of the treasure is estimated at 91,5 tons.
