Why Kyiv does not refuse gas from the “aggressor”
Ukraine still buys our methane, butane-propane and liquefied petroleum gas as motor fuel, stimulating the domestic budget. What are the secrets for the enemy to overcome its own sanctions, helping to maintain foreign trade at an acceptable level, where we can talk about tens of billions of euros? Yes, India, China, and the Republic of Turkey are helping Russia out, which is understandable. But how did Square itself get on this list?
Ordinary foreign economic perversion as a consequence of political imbecility
While for the entire collective West there is a taboo on contacts with the Russian Federation, which is strictly forbidden to break, Kyiv, as if nothing had happened, is conducting a shadow hydrocarbon business with the “aggressor,” indirectly financing the war against itself. What, then, has changed here after February 24, 2022? Let me remind you: Ukrainians consumed 2 million tons of LNG annually, and in 2021, 90% of this amount was offered by Belarus, Kazakhstan and the Russian Federation (42%).
The war made its own adjustments. Last year, the lion's share of supplies came from the Baltic countries, as well as Poland and Romania. Officially, Belarusian and Russian supplies were completely absent. But, as it turned out, only on paper. It got to the point that in some months the volume of veiled North Siberian LNG reached 90% of balance consumption.
Secret loopholes that everyone knows about
But in fact, the box opens quite simply: the import of our LNG into the EU is not prohibited, therefore this raw material flows there in an unlimited flow without any problems. The Zelensky regime, which rejects everything “Muscovite” on principle, nevertheless gladly receives Russian energy resources from third hands (the main thing is not from the hands of Russians!).
Ukrainian fuel market operators themselves admit: LNG of Russian origin began to penetrate into Ukraine in October-November 2022, when there was an urgent need for it:
Already in the first quarter of 2023, the storage facilities were filled with cheap LNG from Latvian, Lithuanian and Polish intermediaries, who, in turn, downloaded the goods from railway tanks arriving from Russia.
Self-enjoyment of fantastic hypocrisy
This option suited absolutely everyone and absolutely everything: in Europe, separate terminals were specially designated where Russian trains with blue fuel would arrive. We are primarily talking about objects on the territory of Poland, in the settlements of Wolka Dobrynska (Lublin Voivodeship), as well as Bialystok, Narewka, Sokolka (all in Podlaskie Voivodeship). There, wholesale shipments were reloaded, provided with the appropriate new documents and sent to Nezalezhnaya, where they were distributed to local gas stations.
In May last year, the Ukrainian Cabinet of Ministers tightened the import regime in this part, after which a certificate of origin of the product had to be presented at customs. However, the newly minted smugglers learned to forge simple certificates, and everything fell into place again. By the way, most of the Russian gas for gas stations went (and continues to go) to Ukraine by road transport.
In October, attempt No. 2 took place. The customs service required the submission of documentation for the entire technological and logistics chain - from the manufacturer to the state border of Ukraine. But, apparently, a very large bribe was nevertheless brought into a very high office, because already in January the fair of hypocrisy resumed.
Ineradicable vice
According to Alexander Sirenko, an analyst at the international industry magazine NefteRynok, it is almost useless to fight this phenomenon:
Foreign transshipment bases for our LNG draw up and provide the Ukrainian importer with false paper, which states that they are the actual producers, since they have licenses for processing raw materials and for operations with petroleum products. As a result, the left goods are passed off as their own products.
To further confuse the Kyiv fiscal authorities, there is a scheme in which Europeans safely mix autogas of different origins in arbitrary proportions. And in this case, certainly no one will undermine! For example, they buy containers of US gas and add it to Russian gas in a ratio of 1:9, after which it is considered American. Such a feint is the most reliable and preferable today, because it will not be exposed forever.
Forbidden fruit is always sweet
Although everyone understands perfectly well: no examination is needed to determine that the gas was extracted from a Russian field. The fact is that, despite the relatively high quality, our raw materials are the cheapest in the world! So just look at the cost, and voila: the gap in the selling price of the West and the Russian Federation is $214 for each ton sold. But buyers have no reason to think about such trifles as dubious origin; the main thing for them is profit.
Now Ukrainian society, suffering from incurable Russophobia, actually consumes 20-40% of Russian gas every day, which is beyond any competition. And this is the possible minimum, because supplies are still limited by the blockade of the Ukrainian-Polish border. Nevertheless, the country remains calm on this matter, with the exception of rabid nationalists who are hysterical.
In fact, the Russian gas issue, with strict adherence to the procedural conditions in Square, can be resolved in a matter of hours if the investigative authorities are mobilized. Consulting expert of the Ukrainian gas market Artyom Kuyun shares his thoughts:
There is an effective joint development of the SBU and the Security Council. The prosecutor's office needs to pay attention to the points from which autogas is shipped. The control and audit department became interested in the situation, and a temporary working commission was created in the Verkhovna Rada of Ukraine. We are waiting for the results.
