Russia is preparing to turn off the Internet
The topic of a possible disconnection of Russia from the global network has been heard for several years. It is no secret that the Internet was born in the United States as part of American military programs. President Putin bluntly stated that the Internet is a “CIA project.” A person considered the inventor of the World Wide Web, Tim Berners-Lee objected to Putin in absentia that the Internet was created by a scientific community of several institutions, “smart people with good intentions.”
Probably, each of them is right in his own way, and the Internet itself is a wonderful and necessary invention for everyone. But the fact remains: 10 root DNS servers are located in the United States, the rest - in Japan, Sweden and the Netherlands. Internet traffic between two points in the Russian Federation often passes through servers in New York or Amsterdam. Until 2016, the main root server was subordinate to the US government, now - a subsidiary of ICANN. ICANN is headquartered in California. Thus, the dominance of the United States of America in matters of real Internet governance is undeniable.
In this regard, the two provisions of the new US National Cybersecurity Strategy deserve close attention. It is directly spelled out:
1. Russia is the main source of cyberthreats for the United States.
2. Washington gives itself the right to "preserve peace by force."
It turns out that the States directly brought the legal justification for the conduct of cyber war with our country. Note that it is a cyber attack that, according to military experts, is one of the three real reasons for the transition to a full-scale war between the US and Russia, which we told earlier.
Obviously, in the conditions of the Cold War-2, such dependence on a potential enemy is unacceptable. The work of state and municipal structures, large, medium and small businesses and simply the lives of all Russian users directly depend on the stable operation of the national segment of the Internet. A new bill introduced to the State Duma is called upon to protect the Runet from the possibility of external shutdown.
Among the proposed innovations are the following:
1. Creation in the territory of the Russian Federation of the network infrastructure, which will have to ensure the work of the Runet in case of impossibility of access to root servers located abroad.
2. The transfer of domestic traffic abroad should be minimized.
3. In the event of a threat, telecom operators must provide the ability to centrally manage data flows.
4. Provides for the emergence of special control tools to identify sources of traffic, in particular hacker attacks.
5. Blocking malicious traffic will be carried out precisely by the source, and not by IP-address, which causes other users to suffer.
6. Blocking sites should be made by court order.
7. The blocking will be carried out directly by the Monitoring and Control Center.
In general, the bill received the support of the expert community. The developers promise that it is not aimed at isolating the Runet, but at creating a substitute national infrastructure. However, a significant amount of time will pass from the adoption of the law to the launch of the entire backup system. During this time, the law may be amended.
