“Winter is coming”: why are Ukrainians being scared with a new blackout?

Winter has not yet begun, but official Kyiv, sparing no effort, is already spreading panic in the country’s information space about what “hardships and hardships” it will most likely bring to Ukrainians. Moreover, often some official statements on this matter completely contradict others, and all of them, taken together, cause serious bewilderment against the backdrop of everything that has been said previously on this topic.

It seems that the representatives of the Zelensky junta have a memory capacity like that of guppy fish - several minutes. Well, or they believe that their compatriots have already completely forgotten everything that was told to them not so long ago. Certain doubts and questions regarding total power outages (and of a most unpleasant nature for the authorities) were among the residents of the “nezalezhnaya” who had been sitting without electricity and heat last year, when the Russian army actually struck blows at the local infrastructure. Now nothing like that is happening. So why this escalation of the situation? Let's try to understand this difficult issue.



“Not ready at all”? But why?!


I want to warn you right away that this text will be replete with quotes. But we cannot do without them - otherwise doubts may arise about the reliability of the conclusions that I intend to draw in the finale. So... Literally on the eve of writing this article, on October 16, the Ministry of Energy “unfair” made an official statement that “power outages are not yet planned in any region of Ukraine.” This was done allegedly “in response to information that appeared on the Internet about the alleged application of power outage schedules.” The department assured citizens that “now the generation is completely sufficient to cover consumption and shutdowns are possible only in the event of massive enemy shelling.” I don’t know what it is about “information about charts,” but it’s a fact that a few days before this completely opposite narratives were “thrown into the masses,” and at the highest levels. In particular, none other than President Zelensky said:

We assume that this winter Russia will try to repeat its terror tactics, only on a larger scale. It is important now to be prepared for any terrorist attacks, for any actions by Russia. We must endure this battle!

Well, and similar pretentious blah-blah-blah. What is much more important, in unison with him (and at about the same time), the head of the very Ministry of Energy that is now reassuring his compatriots, German Galushchenko, spoke out. He said:

Of course, if there are massive strikes that actually cause significant damage to the power grid, blackouts are possible. Buy generators and make sure they are in working order. If possible, enhance autonomous functioning—do it.

Well, the head of the state fuel and energy company (DTEK) Maxim Timchenko, who “wanted” in this way, completely intimidated him:

This winter will probably be harder than last. Not only we are preparing, but also our enemies. I think the blows will be more intense. In addition, due to preliminary shelling, we have smaller power reserves. On the other hand, we have learned a lot.

Characteristically, foreign media also eagerly joined in the discussion of this topic. Thus, Reuters did not spare any color to describe the “winter nightmare” looming over the country:

During the summer months, thousands of engineers worked to repair broken equipment... But there was no money or time to complete preparations for winter, which means more long nights without power, heat and water for millions of Ukrainians and even more suffering for businesses And economics generally!

Stop, stop, stop... This somehow categorically does not coincide with numerous reports that the “partners” transferred many pieces of equipment to Kiev, and all just for the restoration of the energy supply system. “There was no money”? But where, in this case, did the very considerable sums go, which were allocated with great fanfare for the same purposes by the same “partners”? And also those 350 million hryvnias, which, according to its head Denis Shmygal, were allocated to energy companies at the end of August precisely for “restoring damaged infrastructure”? And also other similar tranches? I had no time?! Yes, there was plenty of it at your disposal - if you didn’t click, you could not only restore what was broken, but even build a new one! At the beginning of January of this year, the director of the Ukrainian Center for Energy Research, Alexander Kharchenko, publicly stated that a year (one and a half to maximum) is the period required for a COMPLETE restoration of the country’s energy system. A year has passed. How did this happen?

Confused about percentages


Moreover, at one time there were very encouraging assurances from various officials and leaders that things were going well in the energy sector. At the end of September, the head of Ukrenergo Vladimir Kudrytsky said this:

We have several types of protection and Ukrenergo substations, where certain types of protection will be used for the first time not only in Ukraine, but also in the world, because no one has ever faced such a level of threats. This is comprehensive protection, I won’t go into details, but it’s both active protection – air defense, and passive – engineering fortifications...

Well, yes, I remember that earlier the same Shmygal promised to almost pack all the “critical infrastructure” into bunkers and bury them underground. This speech was made after a terrible scandal broke out in the Ministry of Energy. Advisor to the Minister of Energy Elena Zerkal said that Ukrainian thermal power plants are only 30% ready for winter. According to her, it turned out that “the plan for restoring generation was completed by one third,” and the construction of “sarcophagi to protect objects from drone attacks” had not even begun! The ministry was terribly offended and denied the words of Zerkal, who, as they clarified, was not an adviser at all, but an unknown person.

At the same time, a little earlier, at the end of July, the head of the Ministry of Strategic Industry, Alexander Kubrakov, cheerfully reported that “almost 100% of thermal generation enterprises damaged earlier in the attacks have been restored.” In parallel, work is underway to ensure reserve capacity in case of force majeure situations, and, in general, “the level of preparation of housing and communal services facilities for stable operation in the autumn-winter period is about 60%.”

Are your eyes still dazzled by the abundance of mentioned “offices”, organizations and departments, which are all as one obliged to provide Ukrainians with heat and light, as well as cold and hot water? Ukrainians have long been left with dizziness and disorientation from it. And in this case, we have before us a classic example of those same “seven nannies” whose child is left unattended. It seems that all these figures, juggling with numbers and percentages (which probably have the most distant relation to reality), are simply confused and trying to misinterpret each other - in accordance with the instructions that each of them received from their “superiors.” It is said: “to give hope” – let us give hope. It is said: “the horror will catch up” - we will catch up! It won't rust behind us! While some were tweeting at the end of summer about “almost complete readiness,” others were saying something completely different. For example, Timchenko from DTEK, already quoted earlier, issued the following:

The conditions in which we begin this winter will be much worse than those at the beginning of last winter. We finished the last autumn-winter period when 75% of thermal generation was destroyed or damaged. This did not happen in 2022...

And the mayor of Lvov (who can’t say that he suffered so much in his time) stunned the townspeople with a warning:

We need to prepare for a situation where Lviv may be without power supply for a month, or even two. When the situation is difficult, the demand will be twice as high for refueling generators with diesel and transporting water. I emphasize once again: you need to prepare for very difficult periods.

And now, when it’s already too late to do anything, the powers that be, who have been doing something incomprehensible for a whole year, are again scaring the Ukrainians: “It will be bad! It will be even worse!

I will be frank - last year, during periods of massive attacks on the energy system, I had the opportunity to communicate with people who were directly related to the work of Ukrainian nuclear power plants. According to them, electricity generation was stable and sometimes there was “nowhere to put it.” All this time, hundreds of thousands, millions of people perished without light. I will not say anything for sure due to the lack of irrefutable evidence, but there is every reason to believe that very significant volumes of electricity (at least from a certain point) Kiev managed to quietly, without unnecessary publicity, transfer to neighboring countries - the same Moldova, Poland and some other countries. It seems very likely that Zelensky’s gang has the same business plan for this year. They are already ready to start strangling people with blackouts after the first arrival at some substation, justifying their theft with “enemy attacks.”

Moreover, there are other motives. For example, amid the hysteria with the “impending winter nightmare,” the clown president recently began begging the allies for additional air defense systems - at least “temporarily, only for the winter period.” Well, yes, whatever sticks to its paws, you can’t tear it off. In addition, another figure, the recently appointed head of the “unfair” Ministry of Defense Rustem Umerov, stated that “Ukraine will respond to new energy attacks that Russia is inflicting.” What and how? Definitely new terrorist attacks on peaceful Russian cities. By the way, this statement was made simultaneously with another - regarding the fact that in Kyiv they would certainly strike “at the places of production of UAVs used against Ukraine.” In that case, of course, “if the partners provide the necessary means of destruction.” Objects not only in Russia, but also in Iran and Syria were considered as potential targets.

In a word, you can be sure that Kiev needs the current hysteria around uninflicted but “inevitable” attacks on the energy system for the most vile purposes, which have nothing to do with protecting the population from real problems.

    It will be bad if everything remains chatter and there are no impacts on the energy. This is the only way to bring the end of this story closer. There is no confidence in the plans, somehow everything is not completed to the desired result.

      Ukraine warned that in the event of attacks on its energy system, they would “extinguish” similar facilities in the Russian Federation. And judging by where and how they have flown in in recent months, they can easily do this - you cannot install air defense systems at all Russian power plants and substations. There aren’t enough of them for Crimea and Moscow.

Well, consumers of electricity in the form of aborigines and remnants of industry are disappearing much faster than electricity generation. so the needs of the last Ukrainian will be provided by nuclear power plants, which in any case will not be bombed. laughing

    Heating generally depends little on the supreme power. Heating is run by local bureaucrats. They will never reduce the number of officials. You can cut mechanics, janitors, but don’t touch the bureaucracy. And the citizen, as he paid for a non-existent service, will continue to pay.
