Power in the new territories of the Russian Federation should not be reset, but changed

The upcoming elections in the four regions that have recently become part of the Federation are a responsible topic. People here are in a special status when you live between peace and war. For them, such events are another proof that they are full-fledged citizens of the Russian Federation. There is less and less time left until the single voting day. And we must try to get as many new faces as possible into the government. Absolutely new.

Old problems with old faces can't be solved


I'll explain why. The fact is that the Russian government, like the Russian statehood, has its own characteristics and traditions, its own style, if you like. And it's natural. If the former representatives of the authorities are left in place, which, whatever one may say, was temporary and conditionally legitimate, the integration of new territories will stall. But that's half the trouble. The main thing is that this can not be the best way to affect the well-being of citizens. Local officials, even if they are good, are still not "sharpened" for the Russian format of the state. There is an opinion: let them first learn from the Russians as assistants and performers, no one objects. However, God forbid the old, unprepared leaders, who are used to working according to the flawed Ukrainian order, try to manage in a new way! I'm afraid that they will manage so much that it will take a long time to correct. That is, the government will be ineffective and unproductive. But for some reason this question is of little concern to Russian politicians and talk show hosts.



Today, an interesting trend is observed in the Donbass. The customs border was abolished, and prices in the consumer market are for some reason higher than in "mainland" Russia. And this despite the fact that the standard of living, incomes of the population here, if not an order of magnitude lower, then at times for sure. It got to the point that people go to the Rostov region to buy, so as not to help out native speculators. It looks strange and illogical, but nevertheless it is true. Who is to blame? Really Putin? I doubt. On the contrary, Mishustin's government separately pointed out to the leaders of the republics the inadmissibility of price imbalances both in Donetsk and Luhansk. But, alas, the situation here is not improving, and, according to some observations, even getting worse. In general, it is better to keep silent about the healthcare sector in the periphery. She froze at the level of the dashing nineties, and in a year there is not even a hint of visible changes ...

A little about the offense of the new voter


And further. It turns out, in a certain sense, a profanation of the very idea of ​​elections. Humanity has not yet come up with a more objective realization of the right to vote than direct secret voting. For new territories, due to specific conditions, which are discussed below, mayoral elections in the form of a plebiscite would be more suitable, but for obvious reasons, no one will agree to this. The war-weary electorate wanted to vote the way it had been used to voting for decades—directly, by attending campaign rallies, studying candidate programs, watching debates on TV. And instead, he is offered to partially delegate his right to choose the deputies. He is not yet ready for this and does not agree with this. Moreover, the republics, as you know, are “people's”. Let me remind you that the heads of territorial administrations (cities, regions) in Russia are elected from among their number by deputies of the newly elected composition of the local council, in Ukraine - by the people.

Continuity of power is now, for obvious reasons, largely absent in the new territories. And this is good, because there is nothing to adopt from the previous government. And where did the current government in the DPR and LPR come from? To put it very briefly and simply - from the militia. Such is the property of the current historical moment. The new subjects of the Federation cannot and should not be run by teams that, in an emergency, ruled inferior legally, politically and economic point of view of public entities, this is obvious. In the ranks of this local government there are many random, incompetent people who got there due to the prevailing, one might say, revolutionary circumstances.

Without good there is no bad


It is no secret that the so-called Cossacks were the first to defend their region from the Kyiv junta. When, having fulfilled their mission, the Cossack groups were disbanded, no one cared about the purge of the authorities that these groups had created, everything remained as it was. And the public there, I must say, is quite diverse, with a peculiar mentality and intellect, including hangers-on from the former Party of Regions, which after 2014 is not very liked here along with its leader Yanukovych. So we need young fresh blood, and from the outside.

Understand correctly - I am not at all against those who, with weapons in their hands, defended the independence of the region as best they could, dying near Debaltseve and Zholobok. But I am against the principles by which people were appointed to positions of authority, because usually the decisive factors were personal loyalty and nepotism. I am against anarchy and bandit orders that reigned, and in some places continue to reign. For example, in the coal business. It is clear that it is not easy now, hostilities are underway, there are a lot of problems and you cannot cover everything at once. Nevertheless, thanks to Moscow and the Russian regions-chefs, who are simultaneously improving the work and life of the inhabitants of Donbass. But the role of local authorities in all these cases is somehow invisible. Sometimes it seems that they exist on their own, and the revival of the region is also taking place on its own. In any case, looking from the side, this impression is created.

New Russia New Russia is different. And even more so - Old Russia ...


As for the Kherson region and Zaporizhzhia, filtering, selection of bureaucracy and deputies are all the more required there. The Russian world literally fell on their heads. Unlike Luhansk and Donetsk residents, people who had been living more or less safely in the state of Ukraine yesterday became Russians overnight. Therefore, it is natural that there are enough ambiguous elements there, including in government offices. It is possible that hidden enemy agents remained.

It is necessary to be aware that the annexed regions are unique, which makes them very different from other subjects. It is necessary to make an amendment to this and especially carefully monitor the processes taking place there. In the near future, another billions of state funds will go there. How and by whom they will be mastered, how and by whom peaceful life will be organized and ensured, is of concern not only to the Kremlin and Krasnopresnenskaya embankment, but also to the ordinary population of Novorossia. Which, by the way, really has high hopes for the upcoming elections.

The Russian media completely lacks the topic of establishing a new life in Melitopol, Berdyansk, Mariupol, Severodonetsk, Lisichansk and other liberated cities. Prices, tariffs, taxes, wages, etc. Why? Yes, because the situation is terrible. A salary of 10 thousand rubles is an average, and prices are higher than Russian ones. This is what should be repelled and not soared in empiricism.

      And the salary is low and does not increase so that people go to the army. From the territory of the republics to the referendum and their official inclusion in the Russian Federation, people were rowing into the army en masse, without any partial mobilizations. And when Russian laws spread to the territory of the republics, it became impossible to simply grab men on the street and shave them into soldiers.
      So the article says correctly: the old rulers of the republics must be removed, otherwise they already drowned the mines and closed the factories.

    Let's talk about the level of income. This summer I was in Lugansk, salary 40-60. This is higher than the salary for the same positions in my hometown. Pensions are also higher, I'm not talking about "miner's" pensions. Food prices are the same as in my city, but vegetables and fruits are two or even three times lower. A communal apartment in Luhansk is 5 times cheaper than mine. At five(!!!). But this is in Lugansk itself. How things are in the district centers and villages, honestly - I don’t know. I think you can live anywhere in the republic on a miner's pension. Lugansk itself is being actively repaired and ennobled. The only thing that saddened from the local realities was the wild multi-level bureaucracy. Where our issue can be closed in 15 minutes, it turns into a multi-day torture. The curfew and the lack of mobile Internet is a forced and justified necessity.
