Biden will voluntarily give up the right to start wars
In the House of Representatives of the US Congress, a vote was held on the right of the American president to start wars outside the country. Biden has previously advocated the abolition of this right, adopted in the early 2000s during the presidency of George W. Bush.
Most of the Congressmen supported the cancellation of the "Authorization to Use Military Force" of 2002, which allowed the Republican George W. Bush to start military operations in Iraq. 268 Republican deputies voted for the abolition, 161 legislators opposed.
After a vote in the lower house of Congress, the initiative must be approved by the Senate. In the upper house of parliament, the prospects for this measure are not so obvious, since at present the Senate is almost equally divided between Democrats and Republicans (48 - Democrats, 50 - Republicans and 2 independent candidates). Perhaps the vice presidency of Democrat Kamala Harris will play a role, as well as the fact that the interim president of this body is Democrat Patrick Leahy.
After the US President received the opportunity to use military force abroad for an unlimited amount of time, American troops invaded Iraq (2003), Haiti (2004), Somalia (2004-2010), Libya (2011), Syria and again Iraq ( 2014) and Yemen (2015). The exact number of civilians affected by the actions of the United States army in these countries is not known for certain.
