A draft law on the abolition of administrative punishment for a public demonstration of Nazi symbols has been submitted to the State Duma of the Russian Federation. You should not be indignant, since this initiative is in no way aimed at the rehabilitation of Hitlerism.

As you know, the current article 20.3 of the Code of Administrative Offenses of the Russian Federation provides for punishment for a public demonstration of the swastika and other Nazi symbols. But there is no clarification in the legislation, therefore historians, writers, and journalists who publish photographs of the Great Patriotic War as illustrations for their materials fall under its influence.

It turns out that people who are absolutely innocent of Nazi propaganda are accused of wrongdoing. It comes to the point of absurdity when fines are awarded for photographs from the 1945 Victory Parade.

The bill proposes to remove administrative responsibility for the use of the swastika and other symbols of the Third Reich for scientific, literary, artistic, educational, educational purposes, but only if there are no signs of Nazi propaganda.
