Who is behind the anti-Chinese hysteria in Russia?

The strategic alliance of the two nuclear powers, one of which is the "workshop of the world", and the second - the storehouse of natural resources, seems self-evident. However, not everything is going as smoothly as we would like, and anti-Chinese topics are regularly raised in the press and popular blogs, apparently with the goal of driving a wedge into relations between Russia and the Asian giant.





What could be the purpose of such publications?

It is customary to recall China’s severance of diplomatic relations with the USSR in 1927, as well as the cooling of relations after the death of Comrade Stalin, armed clashes with the Chinese on Damansky Island. They are frightened by the growing power of the PLA and indicate that in the 19th century the Russian Far East was Chinese. For many Russians it will be an unpleasant surprise that the pride of Russia Vladivostok was once called Haishenwei. They significantly hint at the expansion of the PRC to Siberia, Primorye and Transbaikalia, where huge areas of agricultural land were leased to the Chinese for a nominal fee. They threaten that the Celestial Empire will pump through the pipe and drink the entire Baikal.

According to Sergei Sanakov, who heads the Russian-Chinese analytical center, the problem is more complicated and lies on a different plane. Its essence is that the Chinese just do not particularly go to Russia. Celestial herself was able to become the first the economy the world, creating extremely favorable conditions for investors, providing tax holidays, free land and connecting to communications for industries, and has achieved the attraction of a trillion dollars.

The Russian leadership is constantly talking about the need to attract foreign investment, believing them to be a boon. Beijing has invested about $ 100 billion in foreign projects over the past few years. Of our country, 1,5% of them. And the management system that has developed in Russia is to blame. Faced with the specifics of doing business in our country, Chinese investors are turning around and leaving, often not even to the West, but to the former Soviet republics, such as Belarus and even Ukraine.

According to the Chinese, the Russian side at any negotiations is a bunch of lobbyists of oligarchic groups whose interests do not always coincide with national ones. For example, in 2014, an agreement was reached on the construction of the Power of Siberia. Russia exports oil to China. Chinese partners are ready to switch to settlements in rubles and yuan, but it is precisely because of the Russian side that settlements continue in US dollars. The reason for this is that our economy is dollar, not national. The corruption component of all major Russian projects does not inspire respect from the Chinese leadership. For example, after the “turn to the East”, Russian companies asked a number of specific services from Chinese banks that were acceptable in the West but were not acceptable in the East. The refusal to transcend legislation was interpreted as China’s accession to sanctions against Russia.

Despite all the difficulties, the prospects for cooperation with China are huge. In China, they remember that in the middle of the last century, the USSR helped them with the construction of a complex of large industrial enterprises. Chinese partners could now help with the construction of Russian infrastructure, creating it cheaper and faster than Russian contractors. Shouting that the domestic construction industry is ruining in this way is incorrect, since there are almost no Russian proper in the vast majority of the Russian construction business, starting from the leadership and ending with the builders themselves. Regarding the Chinese quality in construction, it is worth remembering that in the world ranking of 250 leading companies there is not one Russian, but almost a hundred construction organizations from China.

The Chinese can quickly and efficiently build factories, roads, bridges, high-rise buildings, after which the Chinese workers will go home, and the infrastructure will remain in Russia. The joint projects of Russia and China in the field of high of technologies. Work has begun on a wide-body long-range airliner, projects in the field of nuclear energy, space exploration and the moon, and IT technologies are being worked out. In Russia, a large number of agricultural products can be grown for more than a billion people in the Middle Kingdom.

In the foreign policy arena, Moscow and Beijing were in the same trench against the raging "hegemon" and its satellites. Our countries are actively cooperating in the SCO and BRICS formats. In the coming years, a trade agreement between Russia and China may be concluded. In general, subject to mutual security guarantees, cooperation between the two countries can be very effective.
