The Ministry of Finance of the Russian Federation came up with an initiative to reduce the costs of pension provision for citizens. According to the proposal of the Ministry of Finance, in the foreseeable future, the state should reduce the cost of supporting the most socially vulnerable categories of citizens.





So, budget spending in the field of social policy It is planned to reduce by 52,93 billion rubles. For example, 2018 billion rubles less than in 2,23 will be allocated for state support for people with disabilities in 2017. And this despite the fact that people with disabilities can not be called a prosperous category of citizens, the costs of which can be reduced in the current economic situation.

However, it is too early to panic. Although the Ministry of Finance of the Russian Federation reduces pension costs, in 2018, pension costs of the Russian Pension Fund will increase by 371 billion rubles, including the Pension Fund for the payment of pensions to Russian citizens in 99 by 2018 billion rubles.

At the same time, reducing the cost of pensions and assistance to people with disabilities, the Ministry of Finance expects to increase financing of the country's health system by 4,2 billion rubles. We are talking about supporting the Health Care Development program, which is focused on creating a healthy lifestyle and helping people suffering from cardiovascular and oncological diseases and tuberculosis.

The Ministry of Finance plans to increase spending to support education, but only higher education. In the field of secondary vocational education, on the contrary, it is planned to reduce costs by 720 million rubles. This decision seems rather reckless, because already now the Russian economy is experiencing a large shortage of skilled workers and technicians, that is, specialists with secondary vocational education. Many enterprises are ready to pay big money to “cool” masters, but there are no masters - in the 1990s the system of technical schools and vocational schools suffered crushing blows, from which it can’t recover even today, and in conditions of reduced funding it is not reanimated even more so. Against the background of a reduction in expenses for secondary vocational and even school education (expenses for schools and kindergartens will be reduced by 330 million rubles), additional funds, although Rosmolodezh receives a small amount (a little more than 2 million rubles).

Interestingly, on the day of his inauguration, President Vladimir Putin signed a decree "On the national goals and strategic objectives of the development of the Russian Federation for the period until 2024." The goals and objectives set by the president are quite ambitious - in six years to become one of the 10 leading countries in the world in terms of the quality of school education, as well as raise the average life expectancy to 78 years. Of course, I would like these goals and objectives not only to be heard at government meetings, but also to be realized in practice. But for this, the government should not forget about the support of those very groups of the population that are the least protected - pensioners and people with disabilities, as well as the contribution to the younger generation of Russians, with whom all the victories and achievements of our country will soon be associated.
