New high-speed rail will cost Russia trillions of rubles
OJSC Russian Railways compiled the cost details for the construction of a high-speed highway (HSR) St. Petersburg - Moscow - Nizhny Novgorod.
According to the calculations of railway workers, the HSR project will require investments of about 2,3 trillion rubles.
It is planned that out of this amount, 600 billion rubles will be provided by the state budget in the form of capital grants to the concessionaire and a loan from the National Welfare Fund (NWF).
The option of budget subsidizing a coupon on green bonds of Russian Railways for the construction of the Moscow-Petersburg section in the amount of over 300 billion rubles is not ruled out.
Also, the experts of the joint-stock company believe that the saving mode during the implementation of the HSR project will cost state support in the amount of 600 billion rubles.
According to the publication Kommersant, the editors of which managed to get acquainted with the calculations of Russian Railways, the total cost of the HSR St. Petersburg - Moscow - Nizhny Novgorod is estimated at 2,295 billion rubles.
It includes: 1,59 trillion rubles for the construction of the St. Petersburg - Moscow section with a length of 659 km, another 530 billion rubles for the Moscow - Nizhny Novgorod section with a length of 421 km (taking into account the reconstruction of the track) and 30,6 billion rubles will be the cost of designing the St. Petersburg plot.
