Who is behind the Telegram lock?
On April 16, Roskomnadzor began blocking the Telegram messenger in the Russian Federation. Naturally, for these actions, Roskomnadzor needed technical support. According to open sources, technical services are provided to Roskomnadzor by E.Soft, whose government contracts amount to hundreds of millions of rubles.
For example, with E.Soft, contracts were concluded for the provision of services to expand and maintain the “user characteristics of the Unified Information System of Roskomnadzor.
Not so much is known about E.Soft itself. Information contained in open sources is very stingy. So, it is known that E.Soft is part of the Forcer group of companies, among whose customers are the Ministry of Foreign Affairs of Russia, Moscow City Hall and the structure of the Ministry of Defense of Russia.
The orders of the group of companies are very diverse - from creating a database of state-awarded awards to developing a system for producing biometric passports outside the Russian Federation or the “Go to School” system on the instructions of the Moscow City Hall (this system allows parents to track whether their child has attended classes).
