Ministry of Economic Development wants to control the costs of Russians
The Ministry of Economic Development (Ministry of Economic Development) of Russia wants to introduce control over the expenses of Russians (individuals). This is justified by a good intention - the fight against the shadow the economy. This was announced at the conference “Taxes 2019” by the Deputy Director of the Department of Investment policy departments of Bella Panin.

Panina noted that the first step in identifying the “shadow” is to control the ratio of income and expenses. At the same time, she acknowledged that cost control is a “reverent topic” that needs to be approached very carefully, and the idea itself is still raw.

If a person spends significantly more than he officially earns, then there is a high probability that he has unaccounted income. And this is logical. Therefore, the department wants income tax to be paid from this money. Another question is how to do this. After all, one cannot think in accounting in such a huge state as Russia, i.e. solely in terms of filling the budget.
At the same time, from the depths of the ministry, they clarify that they are not developing a bill on “cost control” of the Russians and do not even have such plans yet. Moreover, it is emphasized that the issue of identifying “large unreasonable expenses” by Russians “does not go beyond discussions at expert sites”.

By the way, in Russia, according to Rosstat, as of March 2019, there were almost 14,3 million people, or 20% of all employed in the country, on the informal labor market. At the same time, the World Bank estimates the loss of the Russian budget from lost payments due to this, at 1-2,3% of GDP. Up to 26% of all cash income in the country, or about 14,38 trillion. rub.
