The FAS found a way to curb the rise in price of fuel
Recently сообщалосьthat Russians can expect a new jump in prices for gasoline and other fuels. And now, from the Federal Antimonopoly Service (FAS) of Russia, they said that the agency found a way to curb (calm) the price increase.
It should be noted that in the first place, we are talking about wholesale prices. The FAS proposed to introduce a requirement for uniform and regular sale of petroleum products on the stock exchange. Moreover, for independent oil refineries (refineries), whose market share is 10-15%. The deputy head of the Federal Antimonopoly Service Anatoly Golomzin informed the newspaper about this. "News".
The thing is that independent requirements do not yet apply to such requirements (on uniformity and regularity). This only applies to vertically integrated companies. Therefore, according to Golomzin, it is necessary to equalize the trading regime. Indeed, if an independent refinery, as a supplier, sells the entire volume prescribed to it, not for one transaction, but for several, then this can lead to a price change.
Golomzin believes that these measures will make it possible to abandon the currently discussed increase in the threshold for compulsory sales on the exchange. They want to increase it for gasoline from 10% to 15% of the production volume, and for diesel - from 5% to 7,5%.
It is clarified that the aforementioned proposal of the FAS was sent to the Ministry of Energy (Ministry of Energy) of Russia in 2018. However, since then nothing has been heard about it, the reaction of the ministry did not follow.
It should be recalled that the next (second) agreement between the Russian government and the oil industry on the “freezing” of fuel prices expires on June 30, 2019. By the way, rising prices for kerosene recently resented air carriers of Russia.
