Kazakhstan approved launches of Russian "Unions" from Baikonur

On May 23, 2019, the Government of the Republic of Kazakhstan approved a draft agreement with the Government of the Russian Federation on cooperation on launches from the Baikonur Cosmodrome of Soyuz-2 launch vehicles for launching spacecraft (SC) northward into polar orbits. By the same decree, the Minister of Digital Development, Defense and Aerospace Industry of Kazakhstan Askar Zhumagaliev was authorized to sign an intergovernmental agreement.



The document and the attached draft agreement have already been published on the official website of the legal information system of regulatory legal acts of the Republic of Kazakhstan. As regards the mentioned draft intergovernmental agreement, it stipulates and spells out all questions regarding launches of the Russian Soyuz-2 launch vehicles from Baikonur along a new route with specification of the area of ​​the missile stages fall.

According to the draft agreement, it is planned to allocate a land plot of ellipsoid shape with an area of ​​5,8 thousand hectares in the Kostanay region as a falling area of ​​the separated parts of the PH. At the same time, the fee for using the fall area will be $ 460 thousand per year (for three launches). For each additional launch, the Russian side will make an additional payment of $ 50 thousand. Moreover, the money for the operation of the fall area will be sent to the akimat (administration) of the Dzhangeldy district of Kostanay region.

In addition, the draft agreement provides for the creation of JSC Baiterek Joint Kazakh-Russian Enterprise (Baiterek JV), which will organize and operate the mentioned fall area. The Baiterek joint venture will continue to ensure the safety of the population and territories, as well as be responsible for environmental safety during launching.

The Baiterek joint venture will have many responsibilities: informing local authorities and farm managers about the upcoming launch of the launch vehicle; carrying out the evacuation of the population from the fall area with its subsequent return after the launch; search for fragments of separating parts (side blocks) of the launch vehicle; liquidation of steppe fires in case of their occurrence upon landing of separating LV parts; timely cleaning of the fall area from fragments of the separated parts of the launch vehicle; detoxification and land reclamation. And that's not all.

JV Baiterek will be engaged in annual monitoring of the state of flora and fauna in the area of ​​the fall and in the adjacent territory. It will give a comprehensive assessment of the impact of launches on the environment of the fall area and the adjacent territory once every five years or at the end of the life of the above area.
