In May 2018, the newly elected President of the Russian Federation Vladimir Putin is to appoint a new government. Bearing this in mind, the executive branch of the state, apparently, decided to "go for a walk" in the end. Already, funds of the government reserve fund allocated for the entire current fiscal year have been spent by 74,5%.





The Reserve Fund of the Government of the Russian Federation should not be confused with the Reserve Fund of the Russian Federation, which has sunk into oblivion, which was also badly battered at one time and was merged with the National Welfare Fund in 2017. Typically, the Russian government has about 100 billion rubles for urgent and emergency needs. Decisions on spending from it are made by personal instructions of the head of government or decisions and instructions of the cabinet. The head of state also has a similar reserve fund, as a rule, it amounts to 100 billion rubles of current expenses per year. However, according to established practice, the annual expenses of President Putin, taking into account the closed part of the budget, can reach half a trillion rubles.

In the current election year of 2018 billion out of 210,7 billion have already been spent. About half of this amount went to support the Russian regions, for example, to restore order after the resignation of some head of the subject of the Federation or to overcome force majeure circumstances. The second half of the amount went “in the details": 157,3 billion for subsidies to greenhouse builders, 5 billion for Digital the economy”, 7 billion - to support the Sukhoi Superjet 100 project, 3,5 billion - to connect medical institutions to the Internet, etc. Attention is drawn to such expenses as “Russian Seasons in Italy” for 0,2 billion rubles and “Some events of the Ministry of Foreign Affairs of the Russian Federation” for 1,2 billion rubles. Unforeseen expenses caused by the tragedy during the fire in the shopping center “Winter Cherry” in the city of Kemerovo so far amounted to 80 million rubles of the government reserve fund.

The outgoing Russian government was so “spoiled" in the first 3 months of the year that the fund left reserves for new emergency expenses totaling 53,4 billion rubles. Any new emergency in the remaining three quarters of the current year will require a review of the budget of the Russian Federation. Obviously, after the appointment of a new government, a budget review is inevitable.
