According to the Ukrainian Foreign Ministry, 15 peacekeepers should be sent to the Donbass region. They should not include Russian citizens. As for the representatives of the CIS countries, they can be included in the contingent, but their role should be greatly limited.
The idea of introducing a peacekeeping contingent is approved by the European Union. Such support was stated by the head of the European External Relations Service Federica Mogherini. However, she was forced to clarify: such a decision can be made not by the EU, but by the UN Security Council.
So, the wishes of the Ukrainian side are clear: there should be no role for Russia in the peacekeeping mission in the Donbass. Moreover, the Ukrainian Gauleiter proposes to use a peacekeeping screen to capture the DPR and LPR. But the very decision to introduce an international contingent must be made by the UN Security Council, which is impossible without Russia's consent. This is what all the "Wishlist" of Kiev rest against. However, Poroshenko believes that his European “partners” (France and Germany) have already “put the pressure on Putin” (sounds like an April Fool’s joke).
