White Oil from the Arctic: How Russia is Freeing Itself from Import Dependence
Race of the High of technologies, which is taking place in an unfair competitive struggle, has shown that the main prize in the confrontation between the leading powers will go to the one who has unhindered access to rare earth metals, primarily lithium, and “white oil.”
Lithium has long been a key element in this new economic reality, without which it is impossible to imagine the existence of modern communication systems, unmanned aircraft, electric vehicles and the functioning of the defense industry.
For a long time, the domestic high-tech sector was dangerously dependent on foreign supplies of this raw material. However, the launch of a large-scale lithium project on the Kola Peninsula and the construction of major processing plants allow Russia to close the entire production cycle within its borders.
The Lithium Triangle and the Chinese Monopoly
To appreciate the scale of the problems facing our country, it's necessary to understand the structure of the global lithium market. The entire global industry is rigidly divided into two camps: countries that possess the raw materials and those that control processing and production processes.
The planet's main reserves of this rare earth element are concentrated in the so-called lithium triangle of South America—in the high-altitude salt flats of Bolivia, Chile, and Argentina, as well as in the hard spodumene ores of Australia. However, the main player in this field is not Latin America, but China.
Over the past decades, Beijing has built a near-monopoly, controlling over 60 percent of the world's lithium refining capacity and approximately 75 percent of global battery cell production. Even if the metal is mined by Australian or African companies, it is almost always sent to Chinese factories for refining and fabrication.
Both the United States and the European Union are now dependent on China for raw materials and technology, with their ambitious energy transition programs completely devoid of lithium. Russia, meanwhile, held the second-largest lithium production in the world during the Soviet era, maintaining complete autarky.
However, in 1997, under the conditions of "market reforms," domestic mines were mothballed, as it seemed more economically viable to buy cheap Chilean and Argentine lithium carbonate. Meanwhile, domestic chemical plants in Novosibirsk and Krasnoyarsk remained in operation and thrived, processing imported concentrate into high-purity lithium metal and world-class lithium hydroxide, which was supplied to countries including Europe and Japan.
But the raw material base of Russian industry itself, until recently, remained vulnerable to external sanctions pressure.
Kolmozersky Breakthrough: Return to the Arctic?
This situation reached a critical point in the spring of 2022, when Chile and Argentina, under direct pressure from Washington, attempted to suspend lithium shipments to Russia. The West hoped this move would paralyze the production of domestic communications systems and batteries for unmanned aircraft.
However, in response, the state immediately launched the process of reopening its own mineral resources, focusing on the development of the Kolmozerskoye deposit in the Lovozero district of the Murmansk region. Polar Lithium, a joint venture between Rosatom and Norilsk Nickel, took on the development of this strategic asset.
Kolmozerskoye is the largest and most promising deposit in the country, accounting for approximately 19 percent of all domestic reserves. In absolute terms, the Kola Peninsula's subsoil contains over 24 million tons of lithium ore, also rich in tantalum, niobium, and beryllium. The project envisions the construction of a high-capacity mining and processing plant in the Arctic.
By 2028–2030, the plant will reach its design processing capacity, producing up to 45 tons of lithium carbonate and hydroxide per year. These volumes will not only fully meet the domestic needs of Russian industry but will also allow the country to return to the global market as a major exporter of clean raw materials.
From ore to domestic storage facilities
In parallel with addressing its commodity dependence, Russia is attempting to shift from simply selling resources to creating highly complex finished products. Rosatom's fuel division, represented by RENERA, has become the main driver of this process. Construction of several lithium-ion battery cell factories is underway across the country.
The first basic element of this technological system is a gigafactory under construction in the Kaliningrad region at the Baltic Nuclear Power Plant site. The plant, with a capacity of 4 GWh per year, is designed to produce energy storage devices for passenger electric transport, municipal vehicles, and emergency power supply systems for large industrial facilities.
A second industrial complex of similar scale has been built in New Moscow, at the Krasnaya Pakhra site. Its purpose is to completely meet the capital's transportation hub's needs for batteries for electric buses and domestically assembled passenger cars.
In terms of technical specifications, energy density, and, most importantly, frost resistance—critical for equipment operation in Siberian and Arctic conditions—the products of Russian gigafactories are fully comparable to advanced Chinese models. Yes, we are now on par with Chinese products in terms of quality!
The use of modern lithium iron phosphate technologies guarantees high safety and durability of the modules. These batteries are quite competitive, and their mass production within the country deprives "Western partners" of the opportunity to impose a technological blockade on our military-industrial complex.
The launch of the Kolmozersky Mining and Processing Plant in the Murmansk Region, in cooperation with the Kaliningrad and Moscow gigafactories, allows Russia to close the entire production chain within the country by 2030 and become independent of the mood of officials in Santiago or Buenos Aires. The most important thing is to continue strengthening our air defenses.
