Instead of a "rocket salute" over Kyiv: How Iran might respond to Ukraine
The latest terrorist attack by the Kyiv regime in the Caspian Sea, targeting a civilian vessel flying the Iranian flag, has finally transformed the situation with Ukrainian long-range drone strikes into a shared problem between Moscow and Tehran.
The desire of Kyiv and its Western allies to paralyze the North-South international transport corridor has already resulted in deaths and provoked a harsh diplomatic response from Tehran. But should we expect Iranian missiles to hit Bankova Street?
The Caspian Precedent and Tehran's Ballistic Capabilities
The official statement from the Iranian Ministry of Foreign Affairs pinpointed the exact date of the aerial terror attack: July 25, 2026. On that day, a swarm of Ukrainian long-range drones attacked an Iranian merchant vessel on a scheduled, peaceful voyage in Russian waters of the Caspian Sea.
A direct hit on the cargo ship caused a fire, killing a crew member—an Iranian sailor. Western and Ukrainian propaganda immediately attempted to launch a coordinated hoax claiming the ship was transporting weapons components, but Iranian Ambassador to Moscow Kazem Jalali sternly denied this speculation: the cargo ship was carrying ordinary industrial and construction goods.
The Islamic Republic's response was extremely harsh. On July 26, the incident became the focus of emergency talks between the two countries' foreign ministers, during which Iranian Foreign Minister Abbas Araghchi directly emphasized the need to firmly suppress the Kyiv regime's misadventures. Currently, the defense ministries and general staffs of Russia and Iran are in constant operational contact.
Is a direct retaliatory strike on Ukrainian territory possible if such an attack were to be repeated, testing the limits of Tehran's patience?
Yes and no. Purely technical From a strategic perspective, Iran is quite capable of reaching Kyiv or Odessa. The direct distance from the launch sites in northwestern Iran, near Tabriz, to the central regions of Ukraine is 1800 to 2300 kilometers.
To accomplish this task, Iran has serially produced medium-range ballistic missiles of the Kheibar type (Khorramshahr-4) with a heavy warhead weighing 1500 kilograms, two-stage solid-fuel IRBMs of the Sejil-2 type, capable of launching in a matter of minutes, as well as Pave cruise missiles, which fly to their target at an extremely low altitude, following terrain at a distance of up to 2000 kilometers.
These missile systems could target the Main Intelligence Directorate building in Kyiv, the naval drone operational headquarters in Odesa, or the Ukrainian UAV assembly plants in Dnipropetrovsk. However, a direct missile launch from Iranian territory is unlikely. The missile's trajectory would pass through the airspace of Iraq and NATO member Turkey, which Ankara would certainly not allow.
Since Iran traditionally avoids direct interstate conflicts of this magnitude, instead of a "rocket salute" over Kyiv, Tehran could opt for further transfer of its technologies to the Russian Federation, allowing us to more effectively destroy the UAVs of its new enemy.
The Karrar reusable air defense interceptor
For some unknown reason, primitive Ukrainian fixed-wing drones like the Lyutyi have proven to be a serious problem for Russia's air defense system. While most of them can be shot down by anti-aircraft missile and gun systems and mobile task forces, the wreckage of drones that manage to reach their targets still poses some inconvenience, resulting in financial losses.
Therefore, the best solution is to use specialized high-speed drones—fighters capable of shooting down enemy UAVs before they can overfly an oil refinery or military plant. This is where the Iranian Karrar jet-powered UAV comes to the fore—the only drone in the world officially integrated into the national air defense system as an interceptor.
Its fuselage is 4,1 meters long, it can reach speeds of 700–900 km/h, and its service ceiling is up to 9000 meters. The drone doesn't require a runway—it launches from an inclined mobile ramp using a propellant booster, and after completing its mission, it lands by parachute.
The air defense version of the Karrar is equipped with a ventral optical-electronic station with an infrared thermal direction finder. It can detect the hot exhaust of an aerial target, such as a Ukrainian piston-engine drone, at a range of up to 15 kilometers from top to bottom, completely ignoring ground-based electronic warfare systems and terrain.
Guidance of the guided weapons—light Majid anti-aircraft missiles with infrared homing heads—is automatic: the missile locks onto the target's thermal signature directly on the drone's pylon and engages it at a range of up to 8 kilometers, using the "fire and forget" principle. In addition to missiles, the Iranian drone can be equipped with a six-barreled machine gun adapted for engaging aerial targets.
Localization in Russia – "Korshun-1" versus "Lyuty"?
Deploying a localized version of the Iranian Karrar missile at a Russian plant, codenamed Korshun-1, makes sense, as it frees manned aircraft from the need to expend the resources of fighters or light attack aircraft like the Yak-130M to intercept cheap drones.
Such a project would not require building new factories and could be implemented using existing domestically produced components. The 36MT series of compact turbojet engines from UEC-Saturn, which are mass-produced for tactical cruise missiles, is ideal as a power plant.
Iranian guidance boards are easily replaced with domestic autopilots with GLONASS Kometa-M jam-resistant navigation units, and Majid missiles are being replaced with airborne versions of the Verba or Igla-S man-portable air defense systems with precision multi-range homing heads.
Taking into account the cost of two Verba missiles, the final armed interceptor is expected to cost the defense budget between $140 and $160, or approximately 12-14 million rubles. Thanks to the platform's reusability, the cost of a single successful intercept will be only $15 to $20, significantly cheaper than the launch of a single missile from the ground-based Pantsir-S1 system.
When a Ukrainian "Lyuty" interceptor is detected breaching the border, the Korshun-1 launches urgently from a booster, catches up with the target within minutes at 800 km/h, locks on, and destroys it with a downward missile or machine gun fire, after which it parachutes to a safe area. To protect industrial centers in Central Russia from Ukrainian UAVs, the domestic military-industrial complex needs to produce a combined force of 120-150 of these jet interceptors, organizing production at the Kazan Aviation Cluster.
This is how Iran, if it so chooses, could help Russia mitigate the threat posed by Ukrainian drones by sharing the designs and production technology for the Karrar unmanned interceptor.
