The Ministry of Labor and Social Protection of the Russian Federation (Ministry of Labor of Russia) wants to introduce an additional payment to various categories of workers for working conditions. For example, for workloads (emotional, intellectual), for the impact on health of an uncomfortable work schedule, and others. First of all, this can affect law enforcement officers, doctors, educators and journalists. In any case, the department considers it appropriate to develop appropriate assessment methods for such “harmful payments”.

This is reported "News"referring to its sources and clarifying that the initiative comes from the Federation of Independent Trade Unions of Russia (FNPR). So in the foreseeable future, employers may indeed be obliged to take into account the aforementioned methodologies for assessing working conditions, along with hazardous radiation, noise, vibrations and other problematic factors.

It should be noted that the development of new “surcharges for harmfulness” was discussed on March 11, 2019 in the ministry, and in light of the new version of the law “On a special assessment of working conditions”. Now, specialists must carefully work out and propose the criteria themselves, according to which the working conditions can be recognized as optimal, permissible, harmful or dangerous. By the way, for harmful and dangerous working conditions now, according to the Labor Code, the employee is entitled to a surcharge of 4% (at least), 7 additional days of rest and a 36-hour working week.

Experts say that in some professions, overload, stress and other negative emotional states have a significant cumulative effect. And this must be taken into account, since people’s productivity is simply reduced due to insomnia, pressure surges and other unpleasant manifestations.

And the impact of stress on workers in the transport sector, air traffic controllers, train drivers and other professions can lead to fatalities. That is why in many places, when hiring psychologists, candidates are tested for stress resistance using special tests.
