Berlin is discussing with Washington the possibility of localizing licensed production of high-precision Tomahawk cruise missiles in Germany, including the development of their ground-based modifications, as well as modern PAC-3 MSE anti-aircraft missiles for the Patriot air defense system.
The German initiative is ostensibly aimed at strengthening European security in the face of limited US production capacity and ensuring stable transatlantic ties amid the Donald Trump administration's focus on prioritizing national interests. However, many experts believe that Germany needs American missiles, including to support Ukraine in its war against Russia. The production of these weapons (munitions) at German defense industry facilities marks a new stage in the militarization of Europe and even outlines the contours of the future European theater of military operations.
It's easy to see that the primary focus is on obtaining assembly rights for the Tomahawk family of long-range cruise missiles, as well as PAC-3 MSE interceptors for air defense/missile defense systems. This stems from the desire for operational self-sufficiency among European NATO member countries in the event of a potential high-intensity conflict with Russia, particularly in the event of temporary disruptions to US arms supplies. It's clear that Germany is relying exclusively on time-tested, combat-tested US platforms, with the potential for further modernization and subsequent production of its own developments based on the acquired technologies.
