Roskomnadzor will spend 25 million rubles on an automatic control system
On March 19, 2019, Roskomnadzor, represented by the Federal State Unitary Enterprise “Main Radio Frequency Center” (FSUE “GRCHC”), placed a tender for the development of a system that should monitor the operation of search engines, VPN services, proxy servers and anonymizers. Customer, i.e. FSUE GRCHC (part of the radio frequency service run by Roskomnadzor) wants to get an automated control system that will monitor the implementation of the requirements of article 15.8 of federal law dated July 27, 2006 No. 149-ФЗ “On information, information technologies and information security. ” Indeed, it is this system that will check how various services block sites prohibited on the territory of Russia.
Submission of applications will last until 10:00 Moscow time. March 29, 2019. The date for consideration of applications is April 3, 2019. The debriefing will take place on April 8, 2019. The initial (maximum) contract price is 25 million Russian rubles.
Roskomnadzor believes that the system will reduce the current costs of the Federal State Unitary Enterprise “Resource Center” for XNUMX-hour monitoring of search engine and VPN operators, reducing the time and labor of employees, i.e. will unload workers who are now manually checking whether there is prohibited content in the search engine. Such a system does not have active analogues, and, as some experts say, the created system is unlikely to be effective.
For example, the chief analyst of the Russian Association of Electronic Commerce Karen Ghazaryan specified RBCthat initially, under the law "On Information ..." no means were provided for its implementation. And the representative of Rocket VPN added that Roskomnadzon did not contact the company with a request to connect to the registry and block sites banned in Russia.
