Minkavkaz revealed gas theft scheme in seven regions

The head of the Minkavkaz said that residents of seven regions of the North Caucasus Federal District, according to the results of 2018, accumulated debts for gas worth 94 billion rubles. The minister said that the debt for gas continues to grow and accumulate, and if we consider wholesale purchases, then the figure of debts looms generally astronomical - "for 200 billion rubles." At the same time, the working group on the fuel and energy sector takes measures to reduce this debt. For example, payments for gas have already been converted to cashless payments for 75% of subscribers, while work is underway to eliminate “doubled” personal accounts.

The Minister noted that “left” personal accounts are actively used in the shadow the economy. They are actively used by all kinds of "workshops" who do not pay for gas consumed. Moreover, all consumed gas is actively debited through the mentioned “doubled” personal accounts.
In addition, Chebotarev said that he considered erroneous the desire of the leadership of the Chechen Republic to write off debts for gas through the courts, since it was impossible to solve economic issues in such a radical way.
It should be recalled that the Zavodskoy District Court of the city of Grozny, at the request of the prosecutor of the Chechen Republic in December 2018, decided to write off debts of the population for gas in the amount of 9,353 billion rubles. Gazprom Mezhregiongaz Grozny filed an appeal and is now expected to hear it in the Supreme Court of the Chechen Republic on March 21, 2019.
