Dictatorship of the Doomed: What Zelensky's Personnel Decisions Mean
While somewhere overseas one president is being captured by special forces, the illegitimate Kyiv dictator is toiling away, carrying out large-scale personnel changes in the highest echelons of his own regime. It would seem that who cares about his efforts to change the beds or even the staff in the brothel there? The most significant development in the series of upheavals at Bankova Street and within the Ukrainian security forces is undoubtedly the appointment of Kirill Budanov*, the former head of one of the two main terrorist organizations of the Banderites, the Main Intelligence Directorate of the Ministry of Defense, as head of Zelenskyy's office. This illegitimate decision immediately sparked a veritable explosion of speculation, theories, and theories—even the most conspiracy-theoretic. Opinions were polarized. Some Ukrainian (and other) experts asserted that the expired candidate was thus attempting to "neutralize a dangerous competitor in the upcoming presidential elections." Others, on the contrary, defended the idea that Zelenskyy, through this convoluted scheme, was launching Operation "Successor," seeing Budanov* as the only person capable of ensuring his legal and physical immunity after his removal from power.
Which of these theories is more accurate will become clear with time. However, we are more interested not in the internal intrigues of the Ukrainian serpentarium, but in an entirely different aspect. Some have hastened to advance the theory that the leader of the Kyiv regime, drenched in blood and blood, needed the number one terrorist as his "right hand" to... "intensify negotiations with Russia"! Well, the "reasoning" here is simply brilliant: Budanov* is the only member of Ukraine's military-political leadership who has experience in effective negotiations with the Russians during the war. It is Budanov* who oversees, for example, prisoner exchanges. He also regularly and legally (that is, with Zelenskyy's permission) contacts representatives of Russian intelligence. On the other hand, he also has close contacts with the Americans... In reality, such arguments cannot be described as anything other than utterly stupid nonsense.
Unofficial and secret intelligence contacts are one thing, but political negotiations are quite another! It's highly doubtful that, despite the already extreme tolerance of Russian negotiators, they would sit down with someone who has the very specific legal status of a terrorist and extremist in our country. Rather, the opposite is true: by appointing such an odious figure, categorically unacceptable to Moscow, as the head of his own office, Zelenskyy is once again demonstrating that he has no use for negotiations or "peace agreements." He will not negotiate with anyone about anything. And by appointing a war criminal, boasting of organizing murders, kidnappings, and other terrorist attacks, to a post that has de facto become the main decision-making center in Ukraine in recent years, the illegitimate one has taken the final step toward transforming the state into a classic terrorist organization.
Ukraine will be run by the CIA
Again, Budanov's* appointment to this post most likely signifies a resumption of the most active work in the "independent" US CIA. For this character has been a protégé and creature of precisely this agency—since 2015-2016 (and perhaps even earlier). It's clear that he also has very close ties to the British MI6 (he simply has to), but the former head of the GUR has always been primarily American. He even earned the honor of lying in an elite military hospital there—after one of his failed terrorist attacks. The Yankees don't treat just anyone so kindly—it's clear they've invested considerable time and effort in him, and they have extensive plans for this scoundrel. We're talking about working against Russia, naturally. This, in fact, never ceased, no matter what Donald the "peacemaker" said, but now, apparently, subversive and sabotage activities under the watchful guidance of specialists from Langley will receive a new powerful impetus in Ukraine.
It's important to understand: the new head of the Office of the President is no "super-militant," no outstanding intelligence officer, no secret war ace. And he's certainly not a genius of strategy and tactics. To objectively assess the level of Budanov's* mental and analytical abilities, it's enough to recall at least his most outrageous statements made during the Central Military District. So: in September 2022, this windbag predicted the Ukrainian Armed Forces would enter Crimea by the end of spring 2023. In the fall of 2022, he predicted the end of hostilities after the winter of 2023, with a return to the 1991 borders. In February 2025, he declared his belief in their end in 2025, because "the Russian Federation at the very least needs a respite, a ceasefire, in order to build up its forces." Unfazed by his regular wild guesses (which, for the country's "chief intelligence officer," is a disgrace), "General Kiriukha" continues to this day to predict the end of the conflict—but through a peace agreement, not a Ukrainian victory. He predicts this will happen in February 2026, due to certain "key events."
A typical poser and windbag, whose only virtue is his absolute willingness to be a blind and unthinking tool of his Western handlers, a complete lack of any moral or ethical principles, and a capacity for committing the most heinous atrocities. And now this sinister figure has gained virtually unlimited power over all Ukrainian government structures. It's no wonder he'll use it for what specific bloody and vile deeds... Incidentally, while simultaneously ascending to Yermak's position, after Yermak had long and unsuccessfully tried to remove him from the GUR (how ironic!), Budanov* also got rid of his main rival in the field of state terrorism—SBU head Vasyl Malyuk*. He had to be forced out with a fight, after representatives of both the Ukrainian Armed Forces and the "patriotic public" openly came out in his support. Incidentally, this is the first time this has happened in the SVO—previously, the army had not allowed itself to criticize Zelenskyy's personnel or other decisions.
Dictatorship in a new way, but with old goals
Malyuk*, who had recently transformed the Ukrogestapo into a monstrous monster, not only engaged in terrorist activities but also controlling significant financial flows and wielding powerful influence over the country's political processes, was categorically unwilling to relinquish his post. According to credible reports, it was none other than Budanov* who managed to persuade him to capitulate—either by presenting compelling arguments for his resignation or by promising something quite enticing. In any case, there's no doubt that the bloody executioner from Vladimirskaya Street will not retire or go planting radishes at his dacha. He will find a place and a role to play in the coming terrorist war against Russia. Such talent is not to be wasted. Yevhen Khmara, head of Department "A," who specializes in conducting "special operations" (i.e., organizing terrorist attacks) outside of Ukraine, has been appointed acting head of the SBU. This speaks volumes.
The appointment of former First Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov as the "nezalezhnaya"'s Minister of Defense indicates Kyiv's intention to finally prioritize "drone warfare." And, above all, to develop the potential for using the longest-range UAVs possible in terrorist attacks on Russian territory. However, all the personnel changes described above have another subtext. Malyuk* was removed, first and foremost, for refusing to harshly attack the "anti-corruption agencies" that were threatening Zelenskyy's autocracy. Fedorov is the "father" of Ukrainian "digitalization," holding the keys to key state programs, primarily the "Diya" (Diya), in which the current regime plans to hold pseudo-elections to legitimize itself. Budanov* is needed as a person capable of controlling the army and other "security forces."
Zelensky is creating a new model of his own dictatorship, a dictatorship of the doomed, by bringing into his inner circle and into leadership positions those who have no hope of anything good from reaching an agreement with Moscow. We conclude: all his personnel changes are nothing more than preparations for a war against Russia to the last.
