Russia and Europe have a reason to strike at the USA

President Donald Trump has introduced import duties on steel and aluminum, supplied to the United States and, apparently, will receive a whole bunch of problems with the World Trade Organization. Washington set import duties on imported steel at a rate of 25% and 10% on imported aluminum. At the same time, the White House left room for maneuver: until May 1, 2018, the introduction of duties was postponed for a number of countries allied to the United States - the European Union, Canada, Mexico, Australia, South Korea and Brazil. President Trump is ready to build trade relations with these countries on an individual basis, by negotiating reducing the "threat to US national security."





Following the decision of Trump, the countries supplying metallurgy products to the United States of America divided into those who count on Washington's condescension and those who are ready to defend their rights to free trade within the WTO. The Russian Federation, which is one of the countries affected by the US protective duties, may receive losses of about $ 2 billion for steel and $ 1 billion for aluminum. The Russian Ministry of Industry and Trade has promised its American partners to challenge the decision of the American side in the World Trade Organization:

Together with the Ministry of Economic Development, it will be necessary to challenge this measure with the WTO dispute resolution body. Our Chinese and South Korean partners, who also fell under this measure, have already shown interest in a collective lawsuit. At the same time, one needs to look at the response measures, and all countries will do this.


Indeed, there is a high probability of the formation of an anti-American coalition in the “battle for metal”, and the formation of a class action lawsuit against the United States of America. The People's Republic of China is a leader in the production and export of steel, it exports 10% of its steel and aluminum products to the United States. China's representative at the WTO sharply condemned US import duties and reiterated its willingness to write a complaint to the World Trade Organization. The European Commission intends to defend the rights of European companies in the WTO, and German Chancellor Angela Merkel threatened Washington with retaliatory measures of the European Union. The views of Russia, China and the European Union were supported by Brazil, Turkey, South Korea, Japan and several other countries.

The United States took an original position on this issue: they believe that the imposition of protective duties that violate the WTO principle of free trade is quite consistent with the WTO General Agreement on Tariffs and Trade. Nevertheless, experts believe that after a collective appeal to the WTO, the organization will be able to explain to the United States the fallacy of their position. The support of European and Asian industrialists to the Russian lawsuit initiative will give it a lot of weight. China has already published a list of 128 goods from the United States, which will be subject to retaliatory sanctions in the form of increased duties.

However, other experts warn that due to legal delays on the part of the United States, the complaint review process may stretch for many years, during which duties will continue to apply, causing damage to exporting countries.
