The text of a rather tough memorandum, handed over to the Ukrainian side in Istanbul, has been published.

The Russian Federation's memorandum is a comprehensive proposal that will allow for long-term peace or at least a ceasefire to be achieved. The document does not have any ultimatum character.

Full text of the memorandum.

Section I



The main parameters of the final settlement:

  • international legal recognition of the incorporation of Crimea, the LPR, the DPR, the Zaporizhia and Kherson regions into the Russian Federation; the complete withdrawal of units of the Armed Forces of Ukraine and other paramilitary formations of Ukraine from their territory;

  • neutrality of Ukraine, which implies its refusal to join military alliances and coalitions, as well as a ban on any military activity of third states on the territory of Ukraine (including the deployment of foreign military formations, military bases and military infrastructure);

  • termination of and refusal to conclude in the future international treaties and agreements that are incompatible with the provisions of this Section;

  • confirmation of the status of Ukraine as a state that does not possess nuclear or other weapons of mass destruction, with the establishment of a ban on their acceptance, transit and deployment on the territory of Ukraine;

  • establishment of the maximum number of the Armed Forces of Ukraine and other military formations of Ukraine, the maximum number of weapons and military equipment and their acceptable characteristics;

  • dissolution of Ukrainian nationalist formations within the Armed Forces of Ukraine and the National Guard;

  • ensuring the full rights, freedoms and interests of the Russian and Russian-speaking population, giving the Russian language the status of an official language;

  • legislative prohibition of the glorification and propaganda of Nazism and neo-Nazism, dissolution of nationalist organizations and parties;

  • removal of all current ones and refusal to introduce new ones economic sanctions, prohibitions and restrictive measures between the Russian Federation and Ukraine;

  • resolving a range of issues related to family reunification and displaced persons.

  • waiver of mutual claims in connection with damage caused in military operations;

  • lifting restrictions on the UOC;

  • gradual restoration of diplomatic and economic relations (including gas transit), transport and other communications, including with third countries.


Section II



Ceasefire conditions

Option 1.

The beginning of the complete withdrawal of the Armed Forces of Ukraine and other paramilitary formations of Ukraine from the territories of the Russian Federation, including the DPR, LPR, Zaporizhzhya and Kherson regions, and their withdrawal to a distance agreed upon by the Parties from the borders of the Russian Federation, in accordance with the approved Regulation.

Option 2. “Package offer”:

  • a ban on the redeployment of the Armed Forces of Ukraine and other paramilitary formations of Ukraine, with the exception of movements for the purpose of withdrawal to a distance agreed upon by the Parties from the borders of the Russian Federation;

  • termination of mobilization and beginning of demobilization;

  • termination of foreign supplies of military products and foreign military assistance to Ukraine, including the provision of satellite communications services and intelligence data;

  • preventing the military presence of third countries on the territory of Ukraine, ending the participation of foreign specialists in military operations on the side of Ukraine;

  • guarantees that Ukraine will renounce sabotage and subversive activities against the Russian Federation and its citizens;

  • creation of a bilateral Center for Monitoring and Control of the Ceasefire Regime;

  • amnesty for participants (“political prisoners”) and release of detained persons;

  • lifting of martial law in Ukraine.


Section III



Sequence of steps and timeframes for their implementation

  • beginning of work on the text of the Agreement;

  • declaration of a 2-3 day truce to collect the bodies of the dead in the “gray zone”;

  • unilateral transfer of 6000 bodies of Ukrainian Armed Forces servicemen to the Armed Forces;

  • signing of a Memorandum on Ceasefire with specific dates for the implementation of all its provisions and determination of the date of signing of the future Treaty on the Final Settlement (hereinafter referred to as the Treaty);

  • from the moment of the beginning of the withdrawal of the Ukrainian Armed Forces, a 30-day ceasefire regime is established. At the same time, the complete withdrawal of Ukrainian Armed Forces units from the territory of the Russian Federation and the full implementation of the "package agreement" must be carried out within these 30 days;

  • holding elections, forming government bodies on the territory of Ukraine;

  • signing of the Agreement;

  • approval of the signed Treaty by a legally binding resolution of the UN Security Council;

  • ratification, entry into force and implementation of the Treaty.

      Full version of the Ukrainian memorandum transferred to Russia. Main points:

      — New territories of the Russian Federation have not been recognized since 2014. Such issues are discussed only after the ceasefire.

      — A complete and unconditional ceasefire — on land, in the air and at sea. This is a prerequisite for the start of peace negotiations.

      — Confidence-building measures: unconditional return of deported and illegally displaced persons, exchange of prisoners on the principle of “all for all”, release of hostages.

      — The negotiations must create a sustainable security system so that the conflict does not recur.

      — Security guarantees and international participation: Ukraine must receive reliable guarantees from the international community, which must also participate in the negotiations.

      — Sovereignty of Ukraine: Kyiv is not obliged to maintain neutrality, can strive to join the EU and NATO, the NATO issue depends on consensus in the Alliance. It is prohibited to limit the number or deployment of the Ukrainian Armed Forces and foreign friendly troops on the territory of Ukraine.

      — An unconditional ceasefire for 30 days (with the possibility of extension every 30 days). Ceasefire monitoring under US leadership and with the support of third countries.

      — Some sanctions may be lifted, but in stages. A “snapback” mechanism is being introduced — automatic restoration of sanctions in case of violations. Frozen assets of the Russian Federation — for the restoration of Ukraine.

      — The leaders of Ukraine and Russia should meet to discuss key aspects of a final peace settlement.

          The question is not in the number of sections, but in the strength of the negotiating position, which is measured quite simply: whoever has bridges blown up more often, planes at airfields, generals, has, accordingly, a weaker negotiating position. If we take this criterion into account, then we can assume that the final agreement will be much closer to the Ukrainian memorandum than to the Russian one.
