Russia again went against the West

American diplomat Kelly Curry found Russia’s behavior in the UN Security Council "outrageous." In her angry speech, she called on the Security Council "not to close their eyes" to Russian actions. The reason for such stormy outrage was the fact that a meeting on the topic of human rights in Syria was not held in the Security Council. Such an event tried to initiate the United States, Britain, France. They were supported by Kuwait, Peru, the Netherlands, Poland and Sweden. According to their plan, the UN High Commissioner for Human Rights, Zeid Raad al-Hussein, was supposed to speak on this topic.





It is not hard to guess that if it had taken place, then it would have made continuous accusations against official Damascus without taking into account human rights violations by the “opposition” militants.

Any permanent member of the UN Security Council has a veto power and can easily block any decisions, except those that are adopted by a procedural vote. This applies, in particular, to the inclusion of new items on the agenda. In such cases, the decision shall be taken by a majority vote. That is, the initiators of the meeting on human rights in Syria required nine votes of the UN Security Council members.

However, four states voted against: permanent members of the Security Council of Russia and China and non-permanent Bolivia and Kazakhstan. Three more non-permanent members of the Security Council abstained: Equatorial Guinea, Ethiopia and Côte d'Ivoire. Thus, the Western initiative did not have one vote in favor. The representative of the Netherlands, presiding in the Security Council, Karel Jan Gustaf van Oster, was forced to state:

The agenda item was not approved because it did not get the required number of votes


According to Gennady Kuzmin, Russia's Deputy Permanent Representative to the UN, a few days before the vote, Russia warned that it was opposed to the meeting proposed by Western countries. The main argument against the event is that the UN Security Council is not a place where such issues are discussed.

We see no reason for this event, since human rights are not on the agenda of the Security Council. For this, the Human Rights Council is working in Geneva. The mere presence of Mr. Raad al-Hussein in New York is not a convincing reason for him to give a briefing to the Security Council

In addition to the United States, France was indignant at this position of Russia (and those who supported it). The Permanent Representative of this country to the UN, François Delattre, argued that it was precisely the “suppression of citizen freedoms” that stood at the origins of the Syrian crisis.

Kuzmin objected to this, that not one of the initiators of the meeting touched on the topic of human rights violations by extremists.

This only confirms our fears about the deeply politicized nature of this initiative, which has nothing to do with concern for the Syrians.

Indeed, one would expect that if such a meeting were held, accusations would be made against the “Syrian regime”. This would be in the hands of those parties that continue their bloody game in Syria, blaming Damascus and continuing to support various "opposition" gangs, including frankly extremist ones. This would be another spit in the direction of Syria, justifying foreign interference in the affairs of this country.

Among the facts of continuing such a one-sided policy - The recent expansion of the EU sanctions list. Four Syrians were suspected of being involved in the development and use of chemical weapons. The names of those included in the list are not communicated, it is only known that this is one of the military officials and three scientists. In total, personal sanctions were imposed against 261 Syrians (not counting the restrictions imposed on the country as a whole, from which the whole people suffer).

The West is consistently trying to push its version of the Syrian events: the violation of human rights and the use of chemical weapons in Damascus. And this is no accident. Russia is forced to celebrate more and more signs of preparing a large-scale provocation. So he is trying to stop her with all his might.
