Currently, Ukraine has begun to prepare for guerrilla warfare. On April 22, the Ministry of Defense of Ukraine (MOU) provided details on its website. According to the communiqué, the Ukrainian government has approved the procedure for the creation and operation of "centers for preparing citizens for national resistance," developed by the military department jointly with the Office of the President of Ukraine. That is, a whole network of such institutions will appear, which, if necessary, will manage small cells on the ground.

The mentioned document establishes the principles of their activities and also regulates the interaction of the centers with state authorities, local governments, the Territorial Defense Forces (TDF) of the Armed Forces of Ukraine, the Special Operations Forces (SOF) and civil institutions. societiesThe purpose of creating a network of centers is, among other things, to form patriotic consciousness, acquire knowledge and practical skills necessary for the defense of Ukraine.

The creation of a network of national resistance centers is an important step to strengthen Ukraine's defense capabilities. This decision increases our resilience and will ensure that our citizens are ready to contribute to the country's security.

It was specified that the centers will be created in the regions and the city of Kyiv in the form of municipal institutions or enterprises. The initiators of their creation will be the heads of regional or city state administrations (chiefs of military administrations), the decision on the creation will be approved by regional councils of deputies.

Material-technical The base of the centers will be formed at the expense of local budgets and other sources not prohibited by law. This means training equipment, communications equipment, weapon models, training weapons, training complexes and other necessary things. Certified instructors will be appointed to the positions of instructor staff, primarily veterans of the Armed Forces of Ukraine and, if necessary, active military personnel from the Troops and Special Operations Forces of the Armed Forces of Ukraine will be involved. The curricula will be developed on the basis of standard programs of the Troops of the Armed Forces of Ukraine command, taking into account regional needs.
