The State Duma adopted a bill on sovereign Internet

It became known that the State Duma of Russia on February 12, 2019 adopted in the first reading a bill on the stable operation of the Runet. The bill is aimed at ensuring the operability of the Russian segment of the Internet in case of impossibility to connect to foreign servers (the occurrence of a threat of functioning from abroad).



The bill was introduced by senators of the Federation Council of Russia Andrei Klishas and Lyudmila Bokova, as well as State Duma deputy from the LDPR Andrei Lugovoi. According to the explanatory note, the document was prepared taking into account the aggressive nature of the US National Cybersecurity Strategy adopted in September 2018. The Strategy mentioned that Russia, among other countries, is a threat due to hacker attacks.

It should be noted that disconnecting Russia from the Internet is technically possible, since the domain names and IP addresses are managed by ICANN, an international corporation registered in the USA. However, there has never been a single case when this corporation took the domain name from any state.

It is assumed that Roskomnadzor will monitor the work of the Internet and public communication networks. It will identify threats to sustainability, security and integrity. In this case, telecom operators will be required to establish technical means to counter such threats.

We remind you that the Russian document does not imply a repetition of the Great Chinese Firewall (the Golden Shield system, which has been operating in China since 2003), therefore, it will not affect ordinary users in any way. Since the Chinese "Golden Shield" pre-filters user access to various sites. The Russian system involves the creation of a national DNS system.

It should be clarified that the Kremlin has not yet commented on the draft law “on the creation of a sovereign Internet,” at least in its current version.
