Russia - PACE: No money, but you hold on
In 2018, the Parliamentary Assembly of the Council of Europe (PACE) is experiencing serious financial difficulties. Organizations had to cut their budget by 9%. With a total budget of 17,5 million euros, the deficit amounted to 1,5 million. The leadership of this international organization expressed deep concern over this regrettable fact.
The main cause of the crisis was Russia. And this is not the slanderous fabrications of opponents, but the harsh truth of life. Russia did not pay its dues. And not because there are no funds, just a decision was made that had good reason.
The essence of the conflict
The fact is that after the accession of Crimea in 2014, the PACE Russian delegation began to be restricted in its activities. Our leadership has repeatedly proposed abandoning the practice of restricting the rights of national delegations, but these calls remained unanswered.
Well, as they say, there is no and no trial. Then what is the point of paying membership dues to an organization that does not recognize Russia as its full member? Well, they stopped paying.
For some reason, such a move was unexpected for the Council of Europe, which, limiting Russia’s rights, considered that it would make an unconditional contribution. And laid it in the budget. Now, naturally, a solid hole has formed in it.
After all, our country was one of the main "donors", due to the contributions of which a significant part of the organization’s funds was formed. Now, thanks to her reckless actions, she will not receive this money. So you have to completely redraw the organization’s budget and significantly reduce the cost items aimed at the important needs of the organization.
When will Russia pay?
When the state budget of our country for 2018 was planned, the allocation of funds for a contribution to the Council of Europe was not pledged there.
Of course, Russia does not refuse to pay and will certainly pay, but only when our delegation receives in full all those rights that it has been deprived of. And which are possessed by the delegations of other countries participating in the Parliamentary Assembly. And before that, let gentlemen, Europeans tighten their belts and try to be more economical. And behave more friendly, friendly and hospitable towards Russian parliamentarians.
How else! After all, they represent the largest and most influential European state, the Russian Federation. And treat our country and its representatives with respect, as the first among equals.
