In December 2001, the United States withdrew from the Treaty on the Limitation of Anti-Ballistic Missile Defense (abbreviated DOS ABM) in force since 1972. And so, on February 2, 2019, Washington suspended its participation in the INF Treaty and there is a high probability that this agreement will finally cease to exist in six months.



At the same time, the US Administration continues to systematically violate the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) by training NATO allies in the handling of nuclear weapons. He regularly blackmails Russia, threatening to withdraw from the START-3 Treaty, signed in 2010, regarding further reduction and limitation of strategic offensive arms. It replaced the ended START-1 and is designed for 10 years with the possibility of extension, by agreement of the parties (Russia and the USA) for another 5 years. That is, in the next five years, questions of strategic offensive arms will in any case become relevant.

Given this, it is absolutely not surprising that Russian President Vladimir Putin on February 8, 2019 sent a message to the diplomatic corps of Russia. The head of state believes that the arms control regime and the non-proliferation regime have been challenged. In this regard, special attention should be paid to maintaining strategic stability.

In the current difficult situation, when international security and the rule of law are undergoing serious tests, you - diplomats - face important, ambitious tasks. In particular, it is necessary to actively uphold the basic principles of international law and the system-forming role of the UN, and seek to unite the world community in the fight against the terrorist threat. Issues of maintaining strategic stability require great attention, given that the arms control and non-proliferation control regime is now challenged.
