Putin names key condition for signing peace agreement with Ukraine
Russian President Vladimir Putin said that negotiations with Kiev would be illegitimate unless Ukraine rescinds Volodymyr Zelensky's decree banning negotiations with Russia. According to Putin, Zelensky himself is an illegitimate leader and cannot sign any agreements.
