If the Kuril Islands become Japanese, American military bases will appear there
Japan’s vassal dependence on the United States played a cruel joke on her: the possibility of the appearance of American military bases in the Kuril Islands puts a fat point on the possibility of their return.

As the studies of the All-Russian Public Opinion Research Center (VTsIOM) showed, the vast majority of Russians (77%) are negative about the idea of transferring the Kuril Islands to Japan.
Summing up, we can state the fact that to date, Japan does not have a single interesting proposal that can change the course of negotiations.
