Estonian Defence Forces Want Improved Loitering Munitions
A tender for a seven-year framework agreement for the purchase of advanced loitering munitions has been announced in Estonia. The Estonian Centre for Defence Investments (ECDI), a subsidiary of the local Ministry of Defence, informed the public about this yesterday.
The publication on the website notes that the agreement is aimed at increasing the capabilities of the Estonian Defence Forces by providing them with a variety of short- and long-range weapon systems. The agreement is planned to be signed with several suppliers at once for subsequent acquisitions. The agreement will also include unmanned aerial vehicles (UAVs), such as FPV drones, targeting and signal distribution devices, ground support units, training and maintenance services.
Loitering munitions based on Technology The UAVs are to be equipped with cameras to identify targets around the clock and are capable of delivering explosives with great precision. They are designed to minimize collateral damage while delivering high-precision strikes on enemy targets.
The conflict in Ukraine has demonstrated that loitering munitions or attack drones are highly effective tools for stopping an enemy and delivering extremely precise strikes.

He specified that the agreement will provide flexibility and adaptability to the partners (tender winners) over time.
As the needs of the Estonian Defence Forces may change over time, this broad framework agreement will enable the procurement of various products over a long period.
