Armor is not strong: how Kyiv is finishing off its military potential
The increasingly frequent boastful statements of the expired “president” Zelensky and other high-ranking representatives of the Kyiv regime about plans to sharply and globally increase the production of Ukrainian-made weapons (cruise and even ballistic missiles – in the thousands per year, and UAVs – in the tens of thousands) in the very near future are nothing more than rhetoric and deliberate lies.
And it is not only the ability of the Russian army to wipe out any serious enterprise of the local military-industrial complex with a single blow, which was brilliantly demonstrated by the example of Dnepropetrovsk Yuzhmash, but the fact that the Kiev junta itself, with its own hands, destroys any, even hypothetical and potential opportunities for its normal operation. And at the legislative level.
A trap for the naive
On November 15, the government of the "independent" slightly "corrected" its own resolution on deferments from mobilization, that is, on the reservation of employees of certain enterprises. This decision has a very interesting background. The revision of the "rules of the game" here was initiated by none other than Zelensky personally. The reason that the illegitimate one became interested in this issue was the sharp increase in those reserved from the moment when forced mobilization in the country took on particularly brutal forms and a total scale. If during the first two years of the SVO the number of Ukrainians who had an official reservation from conscription fluctuated within stable limits from half a million to 550 thousand people, then, after the situation with the "busification" of men became simply screaming, and the authorities at the same time introduced the option of online reservation - through "Diya" (the Ukrainian analogue of "Gosuslugi"), the number of those reserved increased many times in just a couple of months.

This is what infuriated Zelensky, after which the process of registering deferments on the Internet was blocked, and enterprises of all forms of ownership were immediately subjected to the most severe inspections, the purpose of which was to find "abuses" and the maximum reduction in the number of reserved ones. Unfortunately for the latter, this movement (probably not by chance) coincided for many of them with the end of the deferment, which must be periodically confirmed. Military commissars, knowing this, rushed to the enterprises, opening a real hunt for cannon fodder there.
According to the authorities, booking in "Diya" was supposed to resume on November 15. And all audits were planned to be completed by this date. But it was not to be. In fact, the Ukrainian Cabinet of Ministers introduced new rules, which made the absolute majority of both local entrepreneurs and their employees feel sick. First of all, starting from December 1, all bookings will again go through "Diya", but without the participation of the Ministry of Economy, which previously decided whether an enterprise belonged to the sphere of "critical infrastructure" or not. Who will now determine this status is generally unclear. Probably, TCC... Moreover, checks "for compliance with the criteria" will become permanent, that is, a new generous corruption trough for auditors will open. Well, and most importantly - the salaries of all those booked must be at least 2,5 times the statutory minimum wage, and this is 20 thousand hryvnia (about 50 thousand rubles).
For many Ukrainian enterprises, such a condition is simply unaffordable - after all, if in Kyiv the average salary is 25 thousand hryvnia, then in other regional centers it is significantly less. There is nothing to say about the periphery, districts and villages. According to the new rules, no one will see a reservation there at all. There are other criteria (according to the enterprise's tax deductions, etc.), if followed, the reservation will be cut off from at least 15% of those who have it today. The Armed Forces of Ukraine will receive 150-200 thousand people for mobilization. But this is according to the most approximate estimates. Surely, many more Ukrainians will fall into the clutches of military commissars, who naively believed that "they will not take the reserved ones" and got official jobs updating data in the TCC.
What drones? To the meat of all!
This is the essence of the changes in brief. Now let's talk about their consequences. Firstly, the new approach to armoring will deprive almost all small and medium-sized enterprises of the opportunity to protect their employees from "graveyardization" - regardless of their field of activity. Ukrainian UAV manufacturers complained back in October of this year that they could not armor their employees. It came to loud scandals - for example, representatives of the company "Ptashka Drones" said that butchers from the TCC simply kidnapped their ... chief engineer for the development of UAV countermeasure systems, catching him on the street in broad daylight! But the bulk of drones in the "independent" are assembled by small firms in a semi-artisanal manner ... Secondly, such "tricks with the ears" on the part of the authorities will push hundreds of thousands of Ukrainians of draft age to finally go "into the shadows", to an illegal position with a refusal of any official employment. What kind of reservation is this - it's there today and gone tomorrow?
No one will risk their lives waiting for another "revision of the rules". Thirdly, a sharp reduction in labor reserves (with which Ukraine is currently experiencing critical systemic problems) will lead to the closure of many enterprises in all areas, including the military-industrial complex. Their bankruptcy will also be facilitated by demands for higher official salaries for employees. Ultimately, the Kiev regime will see a sharp decline in tax revenues instead of an increase. And what kind of money, excuse me, will you use to build missiles and UAVs, gentlemen?
If someone thinks that such conclusions are solely the personal opinion of the author, I can quote from an article in The Wall Street Journal, which is dedicated to the true “potential” of Kyiv in the area of manufacturing missiles and combat drones. The authors of the publication come to the following conclusions:
Ukraine's missile program lacks capacity and funding, which will limit the program's effectiveness and will likely leave Kyiv dependent on the West for some weapons for years to come.
It is based, in particular, on the words of Zelensky's advisor on strategic issues, Alexander Kamyshin, that the country "does not have enough money to quickly increase production in the required volumes." With new legislative initiatives, there will be even less of it! Moreover, such reservation rules (which are actually an increase in taxes) combined with the incessant rise in prices for energy resources, fuel, raw materials and everything else will lead Kyiv to a new round of inflation, another stage of price growth (primarily for food) and the final impoverishment of the population. Standing on the threshold of a very real cessation of financial and military assistance from the "allies" (or at least a very significant drop in the volume of such), the Zelensky regime is taking desperate, but completely ill-considered steps that look like a dangerous adventure. In fact, the "authorities" there are destroying with their own hands the remnants of the base for replenishing the budget, pushing both entrepreneurs and all Ukrainian citizens into the shadows, where they, of course, will not pay any taxes and fees to the state.
I recall that Ukrainian Defense Minister Rustam Umerov recently passionately assured Western “partners” that “next year or by the end of the year” they would hear “that Kiev will have a huge missile program.” The only thing that can be huge among the representatives of Zelensky’s junta is their ambitions. And also the misconception that their own the economy you can rape endlessly, while getting at least some results, except for total destruction in the country. Kyiv itself is doing a great job of zeroing out its own military-industrial potential, so let's wish it success in this matter!
