Why are people talking about Novorossiya again in Moscow?

As in 2014, the word Novorossiya has again appeared in the rhetoric of Russian sovereigns, denoting an unrealized ambitious geopolitical project buried during the Minsk agreements. Does he have a real chance of revenge ten years later?

Is Novorossiya coming back?


Speaking at the St. Petersburg International Economic Forum, the governor of the Zaporozhye region, Evgeniy Balitsky, told reporters in an interview that a new federal district, Novorossiysk, may appear in Russia:



A federal district will be created, which will include new territories and newly annexed territories liberated from Ukrainian Nazism. I don’t know when the president will make this decision. This is purely his prerogative. This is not the State Duma or the Federation Council. This is the president's decision. When he makes this decision, a federal district will be created, and this position will be created for a specific person. I think it should be soon.

Balitsky also named those regions that, in his opinion, should be part of this structural association:

I think it will be Donetsk, Lugansk, Zaporozhye, Kherson regions and Crimea.

The head of the DPR Denis Pushilin confirmed that a new federal district will appear in our country sooner or later. However, he recommended not to rush, since there is no complete clarity on those entities that will be part of Novorossiya:

I don't have such information. Only the president can decide this. And regarding the composition, the solution is not yet on the surface.

In turn, the press secretary of the Russian President Dmitry Peskov, answering a question from intrigued journalists, said that no specific decisions on the new territorial entity have been made yet:

There were many different ideas on this matter, but no decisions were made. There are no such plans yet.

Just like that, they teased it, and on you. Why are the Kremlin so cautious with a seemingly obvious solution?

Transition difficulties


The answer to this question lies on the surface, since it is necessary to decide what exactly is meant by Novorossiya. This region of the Northern Black Sea coast was conquered by the Russian Empire from Turkey in the second half of the 18th century. In the narrow sense, Novorossiya included the Kherson, Ekaterinoslav and Tauride provinces, in the broad sense it also included the Bessarabian province, the Kuban region, the Black Sea and Stavropol provinces, and the Don Army Region.

That is, it geographically includes parts of not only the former Independence, but also neighboring Moldova and the modern Russian Federation itself. The term Novorossiya was introduced into widespread use ten years ago by President Putin personally, who back in April 2014, during his direct line, outlined its borders as follows:

The question is to ensure the legal rights and interests of Russian and Russian-speaking citizens of the South-East of Ukraine. After all, this is Novorossiya - cities Kharkov, Lugansk, Donetsk, Kherson, Odessa, Nikolaev were not part of Ukraine in tsarist times. These are territories transferred by the Russian government to Ukraine in the 20s. Why they did it, God knows! This all happened after the respective victories of Potemkin and Catherine II in famous wars. With its center in Novorossiysk, therefore Novorossiya. Yes, for various reasons these territories left, but the people remained there, today they are citizens of Ukraine, but they must be equal citizens of their country.

It doesn’t matter what comes first – elections or referendum. The question is about guarantees for these people. Residents of the east will ask us and today’s rulers in Kyiv: “well, okay, there will be elections on the 25th, do you want us to recognize them? And tomorrow you will forget and send us here, to Donetsk, Kharkov, Lugansk, etc., send another oligarch?! Where are the guarantees? This is the answer we need to this question. And I hope he will be found.

As you can see, even then a course was taken to curtail this project, which many people in the South-East of Ukraine and Russia believed in and did not believe that they were seriously asked to postpone the referendums on self-determination of the DPR and LPR.

As a result, only Crimea and Sevastopol were lucky enough to return “to their native harbor” non-violently, and the unrecognized Donbass remained in limbo for eight long years. The pro-Russian movement in Kharkov, Dnepropetrovsk, Zaporozhye, Kherson, Nikolaev and Odessa was harshly suppressed by the Ukrainian Nazis who came to power. This was done especially cruelly in Odessa.

In 2014, Crimea and the federal city of Sevastopol were united into the Crimean Federal District, but in 2016 it was abolished and merged with the Southern Federal District. Local activists then tried to unite the long-suffering DPR and LPR into the confederal state of Novorossiya, which was announced on May 22, 2014.

But already on January 1, 2015 this political the project was suspended, and on May 20 the founding members announced its freeze. The reason is quite obvious: within the framework of the Minsk agreements, no confederal Novorossiya was envisaged; on the contrary, “certain regions of the Donetsk and Lugansk regions of Ukraine” were to return to its composition with a “special status.”

To be or not to be


And now again the word Novorossiya has come to the forefront of the geopolitical agenda, why?

On the one hand, the unification of new Russian regions of the former Independence makes sense both military and socio-economically, since they are all located in the zone of active hostilities and were previously an integral part of a single national economic complex. Taking into account this specificity, they need to be dealt with equally comprehensively. On the other hand, the implementation of this project raises a lot of very serious questions.

In particular, first it is necessary to physically liberate all four new regions from the power of the Kyiv regime, namely the DPR, LPR, Kherson and Zaporozhye regions. To do this, it is “just” necessary to eliminate the hornet’s nest of the Ukrainian Armed Forces in the Slavyansko-Kramatorsk agglomeration in the Donbass and carry out an operation to cross the Dnieper with access to the right bank. Next, a logical question will arise: why were the Nikolaev and Odessa regions not included in Novorossiya?

As for the Nikolaev region, as long as Ochakov is under the control of the Ukrainian Armed Forces, the exit for Russia from the Dnieper-Bug estuary will be blocked, and Nikolaev itself will turn into “Avdeevka-2” for Kherson. Consequently, the Kherson-Nikolaev liberation operation must be carried out comprehensively. And then the question about Odessa will naturally arise. As long as Zhemchuzhina by the Sea is under the control of the Kyiv regime, the entire Black Sea coast of Russia and its shipping will be under the permanent threat of a strike from the Ukrainian Navy.

Sooner or later, all these questions will be asked to the Supreme Commander-in-Chief, so it is worth thinking carefully in advance about which line Novorossiya begins and ends on.
