In Ukraine, they can not decide on a ban on the entry of Russians

On December 26, 2018, martial law ended, which was declared in ten regions of Ukraine on November 26, 2018 for a period of 30 days. However, the leadership of Ukraine, and in particular the State Border Service, does not give a clear and unambiguous answer to the question - is it removed or not, the ban on entry into Ukraine to men from Russia aged 16 to 60 years.

In legal terms, lifting martial law automatically removes the ban on the entry of Russians. But you cannot be sure of this when you are dealing with Ukraine. Indeed, the National Security and Defense Council of Ukraine, under the leadership of Oleksandr Turchinov, has already recommended to the State Border Guard Service to continue an intensified check of Russian citizens on the Ukrainian border.

After that, the adviser (assistant) to the head of the State Border Service Oleg Slobodyan said that the department continues to exercise enhanced control over the entry of Russian citizens into Ukraine even after the martial law expires, since this work has proved its effectiveness.

It is amazing what efficiency he can talk about if 1616 Russian citizens were not allowed on the territory of Ukraine during the period of martial law (this is all, including women, children and the elderly). Moreover, in 10 regions where martial law was in effect - 866, i.e. a little more than half of the total, and despite the fact that these areas for the most part border Russia. And this is not to mention the fact that no statistics are reported at all about male Russians between the ages of 16 and 60. So what kind of efficiency Slobodyan can talk about is not entirely clear.

Therefore, Slobodian began to worry the Ukrainian public, which itself wanted to get clear answers about what was happening. And so, on December 28, 2018, he wrote on his Facebook:
Dear colleagues, journalists. To ensure clarity on the issue of control over foreigners after the end of martial law, the State Border Service continues to apply enhanced measures to control the entry of foreigners into the territory of Ukraine. Of course, at the epicenter of our attention - the citizens of Russia - men are full of forces who can participate in destabilizing anti-Ukrainian actions. Nevertheless, women are also subject to border control of the second line, as they can work for the Russian special services.

This seemed a little, and after a while Slobodyan added, clarifying what was written earlier:
We continue to take measures to strengthen control over the entry of foreigners into Ukraine. Such a phrase - "about the termination of the ban on the entry of Russians" - I did not tell anyone. First of all, the citizens of the Russian Federation remain in the field of our attention.

In addition, it is reported that the State Border Service will continue to hold talks with Russian citizens, specifying the purpose of their visit to Ukraine. After that, a decision will be made on the appropriateness of their entry. It is also emphasized that for crossing the border, Russians, in addition to a passport, may need other documents confirming the purpose of the visit to Ukraine.
