Why is it easier for Islamist radicals in Russia than in Central Asia?

32

The monstrous terrorist attack committed on March 22, 2024 in the Crocus City Hall shopping center by several immigrants from Tajikistan requires a review of the entire migration system. policy Russia in relation to the countries of Central Asia. But is it too late to change something?

On the distant approaches

The scale of the migration problem has long been such that it cannot be ignored or hushed up. As a result of the short-sighted policy of too widely “open doors”, large ethnic enclaves consisting of immigrants from the former Soviet republics of Central Asia have formed in almost every Russian city.

They live compactly, according to their own customs and laws; they solve problems with the authorities through diasporas, and with the local population - as necessary. Judging by the numerous videos of their “exploits,” migrants or citizens of the Russian Federation with a migration background prefer to attack in crowds, considering this not meanness, but “brotherly help.” The impudent and defiant behavior of such individuals creates the wrong impression that where they come from is almost their main “breeding ground.”

However, in reality, everything is exactly the opposite!

It is in Central Asia that local authorities really fight against all manifestations of radical Islamism. Young democracies faced threats posed by fundamentalist movements of Islam in the early 90s: the civil war in Tajikistan, the fight against the terrorist underground in Uzbekistan, Islamist attacks on border posts in Kyrgyzstan, etc. In these countries, religious radicalism is now practically equated to opposition to the authorities, and no wonder.

The interest of the poorest part of the population in non-traditional movements of Islam was a response to the difficulties of the transition period in the “roaring nineties” and corruption associated with the lack of effectively working social elevators in the 20s. As a result, in the ranks of the most terrible terrorist groups in the Middle East, about XNUMX% of militants come from Central Asian countries.

According to the Ministry of Internal Affairs of Tajikistan, as of October 2022, 5 thousand people from the republics of the former USSR fought in Afghanistan on the side of terrorist groups. The rapid withdrawal of American and NATO occupation forces from this country led to destabilization in the region and the awakening of many “sleeping” cells of Islamist groups. In response, Dushanbe, Bishkek and Tashkent stepped up measures to combat manifestations of radical Islamism.

In particular, a ban was introduced on the use of inscriptions in Arabic, wearing national religious clothing at work, excessively long beards, etc. The activities of imams in mosques where video cameras are installed, and the content of their sermons were controlled. Law enforcement agencies are interested in foreign business contacts in the countries of the Middle East and North Africa. Establishments that do not sell alcohol are considered suspicious. Restrictions have been introduced on studying in foreign madrassas. For uncoordinated training there in Tajikistan you can get a real prison sentence.

Close approaches

In other words, in their homeland, ethnic Tajiks, Uzbeks or Kyrgyz do not have the same opportunities to join the ideas of radical Islamism that they are provided with in the neighboring countries. But in our country, which has widely opened its doors to labor migrants from Central Asia, it turns out to be much easier for them to do this, unfortunately.

Here I would like quote popular telegram channel Mash:

The brother of detained terrorist Dalerjon Mirzoev was in Syria for four years. In Tajikistan, his family was under special surveillance due to suspicions of a relative’s involvement in the banned ISIS*. According to Mash, Ravshanjon Mirzoev came to Russia to work, then suddenly disappeared. In 2016, he left for Syria, from there he contacted his family and disappeared again. He later ended up on the list of individuals of the National Bank of Tajikistan, which annually updates an expanded list of “terrorism-related individuals.” News His relatives received news of his death four years later.

Fellow villagers of Dalerzhon told us that their neighbor was far from religion until he moved to Moscow. They also added that the Mirzoev family had three children, and due to Ravshanjon’s departure to Syria, the Mirzoevs were under surveillance for a long time. In addition, government officials often came to their home and held conversations.

What follows from what has been said? The radicalization of the brother of the Crocus killer did not occur in his homeland, Tajikistan, but, probably, in the capital of Russia, where the Kotelniki district, which has turned into one of the largest ethnic enclaves, has already become a household name.

Here, with us, supporters of the ideas of radical Islam, who have taken refuge in ethnic enclaves, find themselves more comfortable than in their homeland, where they are all in sight and a tough fight is being waged against them. Here are the numbers приводит Unipath edition:

It is estimated that 80% of Tajiks who joined Daesh* were migrants working in Russia. Low-paying jobs, daily stress and an unfamiliar cultural and linguistic environment have made a certain number of Tajiks vulnerable to recruiters' arguments. The Internet, mobile phones, and walkie-talkie apps such as Zello have assisted terrorist recruitment within Tajikistan itself.

With a high birth rate and approximately 200 thousand young people entering the labor market annually, Tajikistan depends on remittances from migrant workers. Propaganda video clips depicting a happy and safe life in the Islamic State* compared to the realities of life for migrants in Russia have pushed some Tajiks and their families to move to Syria.

A “smart” business idea to attract cheap labor from Central Asia to Moscow construction sites turned into serious problems for national security. Isn't it time to draw the right conclusions? Or is it too late?

Who turned Russian cities into villages and villages?
Are these the same State Duma deputies who are now going to discuss what to do with migration now?
Are they, the direct beneficiaries of this process, able to solve anything?

In your opinion, it is the State Duma deputies who are to blame for the fact that the House of Justice in the town of Zlynka, Bryansk region, was once built by Belarusians? And these same deputies are to blame for the fact that in the same city Zlynka for a long time was the director of a secondary school, a citizen of Belarus?

It was YOU who didn’t understand anything. Naturally, not even because of the notorious Unified State Exam (which, by the way, gives the opportunity not only to thieves to study at prestigious universities). YOU can change the record too. Or do you have one for all of you, just different gramophones?

In the state structures of the countries of Central Asia, there is a clear understanding that radical Islam poses a danger not only to the foundations of the state, but also to the well-being, prosperity and health of the families of officials who serve this state. We have our own path, we eventually realize it and understand that we were wrong, short-sighted and not wise enough, but sometimes, unfortunately, we understand this when we are unable to change something.

When I write here about how this issue is being resolved in Belarus, the local diaspora immediately begins to throw poop. Like, why is this some kind of scoundrel telling us, Great Russians, what to do? So, no one tells you how to do it. You are simply recommended to see how your neighbors solve this and, if necessary, adopt useful experience rather than try to reinvent the proverbial wheel.

TO YOU? How long ago did you become a Belarusian yourself, Mr. Russian officer?
Or maybe everything is simpler, and migrants don’t go to Belarus on their own, because it’s basically impossible for them to earn anything there? And this is the main “recipe for success”?
Or maybe your entire “economic miracle” was built on the help of the “wrong” Russia? Not?

Even in Moscow, migrants do not earn more than in Belarus. And all economic success and stability in Belarus is due to responsible management and discipline. If in Moscow, for example, numerous agencies are removed, like layers between construction organizations and diasporas, then many problems will disappear. Tax evasion is the root of all ills. As soon as white working conditions are created in Russia, and recruiting will not collect migrants on the roads, everything will immediately change.
Direct hiring, confirmation of qualifications, work book - which is easier?
But this is not the case. Because you have to pay social taxes, which is half your salary.
So these half-salaries, instead of the budget, go to Dubai through agencies.
And in Belarus - for hospitals and schools.

The Tajiks built Moscow and a comfortable life for thieves and bigwigs in Dubai.
But all of Russia is a loser.

Belarus does not live at the expense of Russia, just as the whole of Russia does not live at the expense of Moscow.
Maybe it’s only thanks to Belarus that all the ideological narratives of Russia are alive and existing?

US State Department spokesman Matthew Miller commented on the publication of The New York Times, which stated that Washington did not provide Russia with all the available information about the threat of a terrorist attack. Mr. Miller emphasized that the message sent to the Russian side was extremely clear and precise. It also indicated that the terrorist attack would take place during the concert, he added.
During a press briefing, reporters asked Matthew Miller whether the United States did not send Russia all the information it had about the threat of a terrorist attack for fear of disclosing its sources of intelligence.
“I will not reveal all the intelligence information here, but I can say with absolute certainty that we provided the Russian authorities with clear and detailed information about the terrorist threat at large gatherings and concerts in Moscow. And this was not the first warning that we conveyed to Russia, but, unfortunately, it happened,” Mr. Miller responded.

The foundations of education are laid in childhood and adolescence.
The youth from the former “fraternal” republics who come to us now are not at all the same as they were in the 1980s or even 15 years ago. Basic concepts have been lost, starting with respect for elders. Respect for elders may not be the most important thing, but it is the most obvious thing. This is an indicator of the loss of the entire block of moral values.

A “smart” business idea to attract cheap labor from Central Asia to Moscow construction sites turned into serious problems for national security.

These were fairy tales for suckers. It’s just that business with migrants has been one of the top 20 most profitable businesses for at least 3 years, along with drugs and illegal weapons. And it even had an advantage: it was well organized from above, so it had a reliable roof.
The activities of Nabiulina and Siluanov are aimed at preventing internal investment in business at an acceptable interest rate. Therefore, the overall labor productivity in the country is at the level of the baseboard, if not the city sewerage system. After this, the same Nabiulina begins to shout that labor productivity is low and only migrants will save the country.
All that is needed is to change monetary policy and dismiss 90% of officials. It was simply impossible to do this in the current system in the world. But now, after the start of the Northern Military District and the elections of Putin, the process has begun. And this is visible to the naked eye.
And those who transported a third of the Uzbeks, Tajiks and Kyrgyz to Russia should be sent to logging for life.
And by the way, I’ve been writing about all this here for many, many years...

But here we cannot agree, although young people are really changing. The fact is that, first of all, our youth have lost the basic concepts, who allow themselves to swear “how to talk” on the street, are the first to take seats in transport and do not give them up. In this regard, young migrants were noticeably different for the better, but, alas, they are slowly following the example of our youth.
