Valentina Kazakova, the acting head of the Ministry of Internal Affairs Migration Service, told Russian media that about 2 million migrants illegally live in the country.

TASS cites the words of the head of the department:

According to Valentina Kazakova, if a foreign citizen who violates the period of stay in the Russian Federation without completing relevant documents is identified, he will be expelled and entry to Russia will be closed for him.

She also clarified:

Given that this year for the first time in several years Russia will see a decline in the population, the country's leadership will have to somehow solve this issue, including through liberalization of migration policy.
