New BAM tunnel: an expensive but necessary project

About 261 billion rubles can be spent by Russia on the construction of a new Severomuisky tunnel at BAM. At one time, the Soviet Union built a 25-kilometer Severomuisk tunnel for 15 years, which is currently operating. It runs up to 16 pairs of trains per day.





However, in the leadership of Russian Railways the tunnel is called a “bottleneck”. The construction of a new tunnel will significantly increase the throughput of the Baikal-Amur Railway.

However, the whole issue rests on financing. Excluding VAT, the construction cost is estimated at 190 billion rubles, taking into account producer price indices until 2024, it can amount to 260,79 billion rubles.

The construction of the tunnel can be carried out with the help of a private investor. So, at the end of August 2018, Russian Railways received an offer from the Siberian Anthracite company, which expressed its willingness to participate in the implementation of this interesting project.

Solving the problems of building a new tunnel, however, may require certain legislative amendments. In particular, the company insists on charging a fee for passing through bottlenecks. So far, Russian Railways has not yet accepted the proposal of the monopoly, but the question of the possibility of investing in the construction of a new tunnel is being worked out - not only by railway workers, but also by the Federal Antimonopoly Service.
